Senator renews calls for weather bureau upgrade

A SENATOR renewed calls for the modernization of the Philippines’ weather bureau after the tenth typhoon to enter the country caused floods that killed more than 40 and wreaked P1 billion worth of damages.
Senator Edgardo Angara once more emphasized the need for the government to “invest in the modernization of the [Philippine Atmospheric, Geophysical and Astronomical Services Administration], not only in terms of technological capacity, but also in the training of our people to make sure that we have experts who could make weather forecasts as accurately as possible.”
He issued this statement two days after Tropical Storm Juaning left the country and caused massive flooding, especially in the Bicol region, where most of the fatalities came from.
The typhoon also injured 40, rescued 58, and displaced at least 790,000 individuals, according to the National Disaster Risk Reduction and Management Council (NDRRMC).
“Every time a typhoon strikes us, we lose so much money, but more than that, we lose so many lives unnecessarily. At this time and age, given the technologies available to us, this is inexcusable,” he said in a statement issued on Friday.
Citing a World Bank report, he said the Philippines’ vulnerability to calamities reach an average of P15 Billion in direct damages, which is estimated at 0.5 percent of the country’s gross domestic product (GDP). In 2009, damages brought by typhoons Ondoy and Pepeng reached about 2.7 percent of GDP.
Angara, chair of the Congressional Commission on Science Technology and Engineering, has since then led efforts toward the creation of The Philippine Disaster Science and Management Center, aside from working on the modernization of Pagasa.
The DSMC will be a Public-Private Partnership that uses science and technology in disaster mitigation and risk reduction, rather than the current practice of emergency response.
“There is so much potential not just in avoiding disasters, but in using these towards our favor. We should maximize these instead of allowing it to hamper our growth,” he said. (Sunnex)
