SCTEx Bailey bridge now open to traffic

PORAC, Pampanga –A P30-million Bailey bridge has been installed at the damaged portion of the Subic-Clark-Tarlac Expressway (SCTEX) allowing Class 1 or light vehicles to pass through the toll road’s Clark-Porac segment starting 2 p.m. yesterday.

The Bases Conversion and Development Authority (BCDA), developer and owner of the SCTEx, said it is expecting to reverse the losses the toll road incurred with the reduction of its daily traffic since a portion of the 700-meter Pasig-Potrero Bridge was damaged last August 19.

BCDA President and CEO Arnel Paciano D. Casanova said the volume of vehicles passing along SCTEx was reduced by at least 6,000 daily after the collapse of the bridge’s approach.

The temporary Bailey Bridge is a 49-meter span provided by the Department of Public Works and Highways (DPWH) at no cost to the BCDA, said Casanova.

At least P1.6 million was used to install it as the DPWH and the BCDA led by Engr. Joshua Bingcang worked 24 hours a days for nine days to complete it.

“Between P25 to P30 million pesos was used to construct this bridge,” said Casanova, who presented a plaque of appreciation to Molano for helping the BCDA complete the project.

Casanova disclosed that some 28,000 vehicles use the 94-kilometer SCTEx daily.
The Clark-Porac segment was opened after the BCDA briefing and press conference at the bridge at lunchtime.

Casanova said BCDA will consider climate change in the planning of the long-term solution to the damaged portion of the SCTEx.

He said that the BCDA engineers and the former designers of the SCTEx are now working overtime to make the design for the permanent repair of the damaged bridge approach. He added that it should handle the huge volume of water and sediments passing underneath it.

Casanova could not cite when the design will be completed or the construction will start and be finished.
“This bridge is nearest to Mt. Pinatubo that’s why it’s prone to what happened,” said Casanova, pointing Mt. Pinatubo to reporters. The volcano, which erupted in 1991, caused heavy damages on properties in Pampanga for many years and until today due to lahar flows.

Casanova said there was nothing wrong with the design or the construction of the SCTEx which opened in April 2008.
“It was force of nature that really caused the damage,” he said. “Water and sediments went inland about 100 meters from its original banks.”

Casanova said that the SCTEx has an insurance of P30 million annually and its insured benefits is at least P17 billion.

Bingcang, who was assisted by DPWH official Jose Ong, said that the Pasig-Potrero bridge is among the 33 bridges along the SCTEx.

He said that the “all bridges and the entire stretch of the SCTEx is in good condition.”
The BCDA said that “initially, it’s open to light vehicles and, after one week, it may also be open to heavier vehicles.”

Earlier, Casanova noted the importance of the SCTEX in the socio-economic growth and development of Central Luzon being the main artery in the delivery of goods and services in the region.
