Retiring Marine colonel under confinement

STARTING Friday, a Marine colonel who will retire over the weekend will be placed under confinement at the Marine headquarters in Fort Bonifacio after a reported video footage showed him calling for a change in government.
Colonel Generoso Mariano, the Naval Reserve Command’s deputy commander, will be confined at the military facility, pending the conduct of formal investigation, after he sought regime change owing to the current administration’s inability to address rising costs of food and medicine.
Mariano is “under restriction,” the Philippine Navy leadership said on Friday.
The investigation, which may lead to a court martial, will try to identify Mariano’s possible cohorts, although there are no indications that he acted with other officers, said Navy chief Vice Admiral Alexander Pama, who ordered his confinement.
“There are no indications of dissatisfaction,” said Pama, adding the Navy, where the Marines is under, remains within the military chain of command.
At the top of the chain is President Benigno Aquino III, the Armed Forces of the Philippines’ (AFP) commander-in-chief.
Mariano will reach the retirement age of 56 on Sunday.
Under its justice system, the military will retain its jurisdiction over investigation and prosecution of an officer if the probe was undertaken while the erring officer is still in the active service.
Pama assured that Mariano would be given a fair investigation.
In a video footage taken July 3, Mariano said: “Nararamdaman din po naming mga sundalo ang kahirapan na idinudulot ng walang humpay na pagtaas ng mga bilihin, mga gamot at pagkain. Nakikita din po namin na ang ating pamahalaan ay walang kakayanang gumawa ng mga hakbang upang iiwas tayo sa kagutuman at kamatayan.”
“Wala pong pinagkaiba ang nararamdaman naming mga sundalo sa nakikita at nararamdaman ng ating mamamayan. Ngunit may katungkulan po kami na hindi namin nakakaligtaan, ang katungkulan na ipagtangol ang mamamayang Pilipino,” added Mariano.
If the current government has no intension or doing nothing to save lives of the people, it is therefore the duty of the soldiers to effect change, Mariano said.
“Kung ang kasalukuyang pamahalaan ay walang intensyon o kaya walang naisasagawa upang isalba ang buhay ng mga nakakarami, it is the duty, it is the right of every Filipino, including soldiers, to replace the government. I repeat, replace the government,” he said.
“Huwag na tayong magpapaloko sa mga nangangakong sinungaling. Huwag na po tayong pagamit para labanan ang kapwa natin Pilipino sa Mindanao. Huwag na po tayong maniwala sa mga statistikong gawa-gawa lamang na umuunlad ang ating bansa habang parami nang parami ang nagugutom,” he also said.
The government should fight for the people’s right to live and a bright future for the youth based on truth, justice, peace and development, he said.
“Let us once and for all build a nation based on truth, for without it there can be no justice and without justice we shall have no peace and without peace there will be no development,” he added.
“In ending, may I quote our national hero, Dr. Jose Rizal, who said that ‘if we have had bad leaders today and in the past, it is not the fall of the many who know less but the fall of the few who know more but do nothing or who do not do enough’,” he said. (VR/Sunnex)
