Province optimistic on coastal management program

CITY OF SAN FERNANDO — The Pampanga Provincial Board (PB) on Wednesday agreed to pursue an agreement with the Partnerships in Environmental Management for the Seas of East Asia (Pemsea) for the implementation of an Integrated Coastal Management program.
The move came as Pemsea executive director Rafael Lotilla met with the PB members, Provincial Environment and Natural Resources Office (Penro), and mayors of coastal towns in the province.
Pemsea discussed a comprehensive plan for the implementation of an ICM program that will be able to address the specific and unique needs of the coastal towns along the Pampanga Bay, of which the overall rehabilitation of the Manila Bay to Pampanga Bay forms a significant part.
Lotilla said that Pemsea is a partnership arrangement involving all the stakeholders of the Seas of East Asia, including national and local governments, civil society, the private sector, research and education institutions, communities, international agencies, regional programs, financial institutions and donors.
The group is also the regional coordinating mechanism for the implementation of the Sustainable Development Strategy for the Seas of East Asia (SDS-SEA).
Tasked to facilitate the realization of the SDS-SEA shared vision, mission, action programs and desired changes, Pemsea gathers the stakeholders to work together and act dynamically and in a coordinated manner, within the SDS-SEA and the Sustainable Development of Coastal Areas framework.
PB environment committee chairman Nestor Tolentino said there is a need to formally start the harmonizing of all local government initiatives for the protection of coastal waters and environmental preservation of coastal eco-systems.
Tolentino said the partnership with Pemsea provides skills training, capability development and programs development for local needs of ICM programs.
The PB is set to approve the partnership with PEMSEA next week. This in turn will put forward rehabilitative efforts for Pampanga Bay. (Ian Ocampo Flora)
