Pineda to DPWH: Hasten Pampanga dikes repair

STO. TOMAS, Pampanga–Gov. Lilia Pineda has urged the Department of Public Works and Highways (DPWH) to fast-track the rehabilitation of slope protections and dikes to ensure the safety of thousands of residents and multi-million properties in Pampanga.

Pineda particularly mentioned the breached 70-meter portion of the tail-dike in Minalin town which endangers at least three towns.

Pineda issued the call after she inspected the damages caused by the recent monsoon rains spawned by typhoon Maring. She went to Sto. Tomas, Minalin, Guagua and the City of San Fernando within three days
since Tuesday.

“The DPWH should take away the long process of bidding for the projects considering the need for these to be undertaken immediately. Lives, properties and businesses are at stake and we are running against time and possible new rounds of monsoon rains,” said Pineda in the dialect.

“We can do the projects by administration or any other means to hasten the rehabilitation of the dikes and protections,” she added.

Pineda, on Tuesday afternoon, declared the province under a state of calamity at the height of monsoon rains. At least 290 barangays and 464,468 individuals were affected by the floods in Pampanga as per latest data.

Provincial Administrator Andres “Jun” Pangilinan, Jr., who is a lawyer, said the approval and the release of funds for the projects could be done faster but it will have to go on with the process of the concerned government agencies, including the Department of Budget and Management (DBM) and the Commission on Audit (COA).

Pineda said badly-hit was Minalin after the tail-dike protecting the area was damaged and caused flooding in the town and nearby Sto. Tomas, Macabebe and Masantol.

Pineda said the DPWH regional and district offices should also coordinate with the provincial government to ensure the “correct and reliable designs of the projects.”

Residents of Minalin, most of whom are from Barangay Sta. Rita, staged a rally on Wednesday to complain the “lack of concern” of the DPWH.

They alleged that the dike was poorly designed and not properly constructed and completed.
