SENSIBLE may be the proposed bill of San Juan Representative Joseph Victor Ejercito as he pushed for the revision of the law allowing defeated incumbents to return to their old posts after the elections.
So, the House Committee on Suffrage and Electoral Reforms chaired by Cavite Representative Elpidio Barzaga is considering putting a stop on ambitious candidates/incumbents like the president to run for a lower office without giving up the post he vacated, as Bill 2877 declares an elective official ipso facto (automatically) resigned from his office upon filing of his certificate of candidacy.
This move, I digress, is in fairness to other qualified aspirants to have a fair chance of taking over greedy, selfish and self-centered incumbents who want to perpetuate themselves in power. Representative Barzaga further explains that the principal objective of the bill is “to prevent incumbents from using taxpayers’ money and other government resources to promote their candidacy”.
Fine now, Congressman JV. For once, this other son of former president Joseph Ejercito Estrada is talking with sense as he adds that the bill, if passed into law, would prevent opportunists among incumbents from exploiting their positions and using government resources to promote their political ambition.
Why not include a proviso to scuttle political dynasties, Mr. Congressman? Or better still, put some teeth into the proposed law by limiting one candidate per political family. There being no explicit prohibition in the Constitution and statute books, political families are having a heyday claiming all political positions in the government. It so becomes a circus as mother, father, brother, sister and other relatives all vie for positions. Ha, ha.
I can say that Philippine politics has become so attractive that even simpletons file their certificates of candidacy with an equally naive Commission on Elections. These candidates all pledge to serve their constituents. Serve, my foot. Once elected, these tyrants only enrich themselves while in office and to hell to the maxim a public office is a public trust.
Some of these defeated incumbents insist that they have the right to get back to their old posts even though they were rejected by the electorate. These self-centered individuals wrongly believe they have vested rights on the seats they constructively vacated when they ran for other posts, embellishing their greedy claim by unashamedly saying they need to get back to their old posts and continue to serve their constituents. Serve, my sorely aching foot! Serve, perhaps, but not those of the people they were sworn to serve in the first place. Such guile, such treachery.

Department of Education or DepEd is reported to be fast running out of funds for its essential services like teachers’ salaries and benefits, textbooks, classrooms and instructional materials. What? Isn’t it the biggest-funded department of this cash-starved nation, claiming billions of pesos already?
Yet, the quality of education and instruction and the degree of literacy in the country have not improved to be at par with other Asean nations. Every year, we hear of shortages in classrooms, tables, chairs and there seems to be no end to the woes of DepEd.
Secretary Armin Luistro even reported on the declining achievement rates of elementary and high school students nationwide. He cited discouraging results registered from 2005 to 2010 in the National Achievement Test (NAT) and mean percentage scores (MPS) for both high school and elementary dropping yearly. Ditto with the cohort survival rate in both levels. It is about time DepEd revealed the true status of education in the country. Enough of window dressing, please.

Some, if not all, of us may be ruing the use of cellphones as the intended text messages just vanish in thin air and never reach the intended recipients. For so long, we have been cheated by giant telcos like Smart and Globe which do not care about the loss of the messages which may be matters of importance if not life-and-death.
Do you not feel aggrieved, deceived and shortchanged when you cannot put across important messages? How can we possible prevent cheating in the air waves? Now I know why even the revered Senator Juan Ponce Enrile once lamented the loss of the load he put into his cellphone only to note it disappeared as fast as it came.
Can there be alternate means of fast and very reliable communication so as to spare ourselves of grief caused by these telcos?
