Pampanga eyes PPP code to spark economic growth

CLARK FREEPORT – The provincial board (PB) of Pampanga is set to create a Public-Private Partnership (PPP) investment code designed to allow Gov. Lilia Pineda improve all aspects of governance and fast-track the economic development of the province.

In an interview, Third District Board Member Rosve Henson said the PPP will focus on partnership with private firms to improve basic services and “win the war against poverty.”

Henson said the PB, led by Vice Gov. Dennis Pineda, will make sure the PPP investment code is done on or before November.

Gov. Pineda initiated the crafting of a PPP code, stressing that the “people must first benefit from it.”
Pineda said that “for now, the priority of my government is education, support for agriculture and farmers and permanent solution to perennial flooding.”

Pineda said that the PPP will also allow her government to improve health care services in the 10 district hospitals and one provincial hospital.

Pineda added that the hospitals’ services “must be outsourced.”
She assured the some 2 million Pampanga residents that the “services will be better and the fees will be pro-poor.”

Senior Board Member Ferdinand Labung said the PPP code will be designed to protect the interest of the “provincial government and its people.”

“When a proposal is presented, we will make sure the province is always at the winning side,” said Labung.

First District Board Member Crisostomo Garbo said that the PPP code will attract “more reputable firms to invest in Pampanga.”
