Pampanga dikes remain under threat

CITY OF SAN FERNANDO — Several concrete dikes protecting villages in Pampanga remain under threat due to strong water current, a report of the local disaster office said.
Residents along the major river systems and tributaries in the province expressed fear as the earth dikes and slope protections have been heavily damaged due to the continuous downpour.
In San Simon town, two barangays were displaced due to the scouring of the Pampanga River’s earth dike connecting Sta. Cruz and San Miguel Villages. Thousands of residents were affected.
In addition, residents along the Arnedo Dike in Barangay San Pedro, San Simon said the continuous scouring of the dike might put them in danger especially during rainy season. The Arnedo Dike is now more than 70 years old.
DPWH officials said people should abandon the dike because it is now deteriorating and cannot withstand the strong current of the Pampanga River.
Relocation and resettlement of people living along Arnedo from Arayat, Candaba, San Luis, San Simon and Apalit towns to other safer places is highly recommended, DPWH said.
Nonetheless, the DPWH said, there is a second line of defense which is the Arayat-Apalit setback levee protecting towns in the 3rd District.
Various damages at the Arnedo Dike have been noted at the Sta. Catalina and San Sebastian portions in San Luis town. The dike which serves as barangay road is prone to accidents.
In Candaba, the bailey bridge along Gulap-Sto. Rosario village beside the Pampanga River collapsed, resulting to the isolation of the people in Barangay Sto. Rosario and difficulty in the transport of agricultural produce such as corn and other high-value crops.
In Sta. Ana, continuous heavy rains have threatened anew the Sta. Ana-Magalang provincial road along the portions of Barangay San Roque and San Agustin, as the Matubig creek traversing these villages connecting the Abacan River produced strong current and a huge volume of garbage.
Local officials said the provincial road is not passable to heavy and light vehicles. Local and provincial executives are now initiating sandbagging operations to prevent more damages.
In Sta. Rita, local folks said their life and properties are in danger due to the scouring of the Dalan Betis or Sapang Maragul creek which traverses this town and the municipality of Guagua.
Various damages in different portions of the creek were seen. With floodwaters coming from upstream of the Porac-Gumain river, it can be observed that the creek is heavily silted.
In Floridablanca, the Caulaman River has overflowed due to the breaching of the earth dikes. Thousands of folks and hectares of farmlands were affected.
Governor Lilia Pineda has ordered the purchase of P30-million heavy equipment for the year round desilting of the river and waterways in the province to prevent perennial flooding.
The Provincial Government said they need the assistance of all local and national officials together with the Kapampangans to enforce the clearing of major river systems and water ways.
A report from the provincial disaster office bared that several dikes protecting thousands of residents in different villages in the province remain under threat due to strong water current that started since typhoons Falcon and Juaning hit the province.
