Palace to Arroyo: Nothing left at home

“THERE was nothing left at home,” Malacanang said in response to the criticism of former President Gloria Macapagal-Arroyo to the leadership of her successor, President Benigno Aquino III.
Arroyo, during a press conference said, “Yung ekonomiya na iniwan ko (The economy I left), it was very strong at the time there was a global crisis. Now, when the rest of Asia is recovering, our economy is decelerating so yun ang problema (that’s the problem).”
“The characterization of nobody home…there may be danger lurking ahead for our economy,” Arroyo said, adding that the kind of Aquino’s leadership was evident during the handling of the hostage-taking crisis in Luneta last year.
However, Deputy presidential spokesperson Abigail Valte said in an interview over government-run dzRB radio Saturday, “It’s not that nobody’s home. There was nothing left at home.”
Valte cited the government allocation for calamity fund in 2010, which was almost spent in full during the first six months of the year before Arroyo stepped down from her post and Aquino assumed office.
This forced the Aquino administration to look for budget from other government agencies “to get us by” from calamities, which occurred from June to December of 2010, Valte said.
The shortage in the calamity fund was “just the tip of the iceberg” of the horror stories left by the Arroyo administration, Valte stressed.
Malacanang also echoed the reaction of Aquino’s ally and staunch critic of the Arroyo administration, Senator Francis “Kiko” Pangilinan.
In a statement, Pangilinan slammed Arroyo for the latter’s criticisms, saying “Yes, GMA is right that nobody is home. Nobody is home in Malacanang passing hundreds of thousands of cash to pay off political allies in exchange for votes or calling Comelec commissioners on the cell phone for election fraud.”
“Nobody is home receiving calls from Cabinet secretaries who report about P200 million bribe offers for government contracts, or instructing undersecretaries to divert funds meant for fertilizers to election campaign funds,” he added.
During her nine-year term, Arroyo was linked to several controversies, including the “Hello, Garci” scandal and the Fertilizer Fund scam.
Technical Education and Skills Development Authority Director General Joel Villanueva also said in a separate press statement that the more accurate state of affairs when Arroyo stepped down from office last year could be aptly described as “Nothing Left at Home.”
“The former President left the Aquino administration not only with empty coffers, but heavy in debt as in the case of the P2 billion scholarship vouchers that the previous Tesda administration purportedly distributed despite the absence of funds,” he said.
Villanueva added that if things are moving slowly under the Aquino administration, it is because it is still preoccupied with cleaning the mess Aquino’s predecessor left while attending to the people’s needs.
Valte also blasted the claim of former President Arroyo that the economic policies of the Aquino administration are already posting “danger signs” which could lead to instability.
The President-turned-congresswoman earlier asserted that during her administration, the inflation rate was recorded as the lowest among all administrations and self-rated poverty average rates also remained low – both of which have gone up under the Aquino administration.
In response, Valte said that during the first year of President Aquino’s term, hunger incidence have already dropped, while four agencies have given the country an upgraded credit rating. This week, Fitch Ratings upgraded the rating of the Philippines from BB to BB+. (Kathrina Alvarez/Sunnex)
