Palace backs Ombud on CJ’s bank records

MALACANANG justified on Saturday why Ombudsman Conchita Carpio-Morales was in possession of documents regarding Supreme Court Chief Justice Renato Corona’s supposed bank transactions, which she presented in the Senate impeachment court.
Deputy presidential spokesperson Abigail Valte, in a radio interview over dzRB Radyo ng Bayan, said since the start of the impeachment trial, Malacanang was consistent in saying that the executive branch would be ready to assist if some quarters would seek help with regard to Corona’s impeachment case.
“We have always been upfront in saying…to assist those who would need (help) because the executive (branch) holds the documents. So if there were any requests, those would be granted. The agencies will move to provide the documentation,” she explained.
Corona has accused Morales of being used by Malacanang to destroy him.
During her testimony before the impeachment court, Morales, in a powerpoint presentation, quoting the report she obtained from the Anti-Money Laundering Council (AMLC), said that Corona had at least $10 million foreign currency deposits.
Corona, however, denied this saying that he only has $2.4-million foreign deposits and 80-million peso deposits.
Valte reiterated that Morales appeared before the impeachment court upon the request of the defense panel.
“They (defense team) are the ones who called the witness and when they did not like what the witness has said, now they are trying to destroy her,” she said.
She also said that when Morales testified, she was “very careful” of her testimonies.
“She (Morales) never said that those were the year-end nor the total of the contents of those dollar accounts,” she said.
Valte also criticized Corona for his seeming “conflicting” statements regarding his decision to withdraw his deposits at the Philippine Savings Bank (PSBank).
She noted that at one point the chief magistrate stated that he no longer trusts the bank manager thus he withdrew his money, while he also mentioned that he got information from Malacanang insiders that his deposits would be frozen by the government.
“The peanut butter gets thicker everyday. So we’re not really sure if there’s any truth to what the Chief Justice had said,” she said.
“Were his bank accounts ever frozen? The answer is no. Where did that come from? Obviously, he got the wrong information,” Valte added.
Meanwhile, asked if Malacanang would push for the amendments of the Foreign Currency Deposit Act (FCDA), Valte said it would depend on the lawmakers.
Valte, who is a lawyer by profession, also said that FCDA is directed to the banks and not to the depositors.
“In FCDA, the exception being given is the permission from the depositors. So obviously, it does not bar the depositor from talking about his own deposits because the exemption is explicit, that it empowers the depositor to sign a waiver to talk about his own deposits,” she said.
“So that law is not directed to the depositor himself but to the banks who handle and take care of the deposits,” she added.
