P300M in infra projects in 4th district delayed

MACABEBE — The collapse of the Colgante Bridge, which links Apalit, Macabebe and Masantol towns, has delayed the implementation of more than P300 million in various infrastructure projects in the fourth district.
This was bared by fourth district Representative Anna York P. Bondoc-Sagum during a consultation meeting with officials of Department of Public Works and Highways-Central Luzon, municipal council, and barangay chairmen of Masantol and Macabebe over the weekend.
She said local officials of the two affected towns are appealing to the said government agencies to fast-track the construction of the Colgante Bridge in order to prevent a backlog on the implementation of various infrastructure and flood control projects.
“Napaka-importante itong daanan sa Macabebe (Colgante Bridge). Ito sana ay magawa na, in the fastest possible time, kasi napakasama ng timing ng pagbagsak niya, in time pa naman sa construction period dito sa dalawang bayan na ito,” Bondoc-Sagum said.
Bondoc-Sagum also said the two towns were also badly affected by Typhoons “Pedring” and “Quiel”, adding that the problem has even reached Nueva Ecija and other provinces.
“Kaya natin ipinatawag ang regional director ng DPWH, so they would understand the nature of the problem and the urgency of the issue. Aside from that ay kumuha tayo ng consensus sa ating mga local officials regarding sa mga malalaking flood control projects dito. May panibagong problema, tulad ng pag-scour ng left bank ng Pampanga Delta, kaya yung worth P100 million na project doon ay hindi magagawa unless this emergency repair is done,” Bondoc-Sagum said.
She said the added delay of five to six months on the construction of the Colgante Bridge will cause huge delay on the implementation of these projects, which have already been bid on and ready for construction.
“Ang kinakatakutan namin na with added delay ay magkaroon ng panibagong bagyo, at lumalaki na naman ang problema,” said Bondo-Sagum.
The lawmaker said funding for the projects are already available, but because of the “slow process” she fears the 2010 backlog will even reach until 2013 which is an election year.
“The money is here. Pero napakabagal ng proseso natin ngayon. Yung ginagawa natin ay mga projects for 2010 hindi naman for 2012. I fear that there will come a point na hindi na natin matapos lahat dahil sa matinding backlog,” Bondoc-Sagum said.
Masantol Vice Mayor Mer Balboa said the municipal council has already passed a resolution seeking the immediate construction of the collapsed bridge, so as not to further delay the implementation of the projects intended for their municipality.
Meanwhile DPWH-Central Luzon Director Antonio Molano said they are exhausting all possible means to finish before the six-month period, saying they are targeting a four-month completion.
Molano also added that they have filed charges against the operators of the trucks which were responsible for the collapse of the bridge. (Chris Navarro)
