P3.3-B hanggang P5-B rehab sa dam ipapa-bid sa Hulyo

LUNGSOD NG MALOLOS – Sisimulan na sa Hulyo ang pagpapasubasta ng pagkukumpuni sa Angat Dam sa Norzagaray, Bulacan.

Ang pagkukumpuni o rehabilitasyon sa dam ay tinatayang magkakahalaga ng P3.3-bilyon hanggang P5.1-bilyon.

Ito ay batay sa panukala ng Tonkin and Taylor International, ang kumpanyang kinontrata ng Power Sector Assets and Liabilities Management (PSALM) para magsagawa ng anim na buwang pag-aaral sa katatagan ng 43-taong Angat Dam na pinagkukunan ng 97 porsyentong tubig inumin ng kalakhang Maynila.

Ang nasabing pag-aaral ay nagsimula noong Nobyembre at sa kasalukuyan ay tinatapos na lang ang pinal na ulat ng resulta ng pag-aaral.

Batay sa inisyal na ulat na inihatid ng Tonkin and Taylor kay Gob. Wilhelmino Alvarado, dalawa ang kanilang pagpipiliang ipinanukala.

Bilang punong lalawigan ng Bulacan, si Alvarado ay kasapi sa Technical Working Group (TWG) na nagsulong ng pagsasagawa ng pag-aaral sa katatagan ng dam.

Ang unang panukala ay nagkakahalaga ng $79.9-milyon na ang katumbas ay mahigit sa P3.3-billion kung ang pagbabasehan ay ang palitang P42 sa $1.

Ang nasabing halaga ay gugugulin para sa rehabilitasyon ng main dam at dike ng tumatandang Angat Dam.

Batay sa panukala ng Tonkin and Taylor, ang rehabilitasyon ng dam at dike ay nangangailangan ng overlay o pagtatambak ng mga bato sa labas nito upang mapatatag.

Ito ay nangangahulugan na palalaparin ang ibabaw ng dam at dike, at ang labas na bahagi nito,mula itaas hanggang ibaba ay pakakapalin.

Ang ikalawang panukala ay nagkakahalaga ng $122.5-milyon na ang katumbas ay aabot sa P5.145-bilyon kung ibabatay sa palitang P42 sa $1.

Bukod sa pagpapatatag sa dam at dike, kabilang ang panukalang konstruksyon ng panibagong spillway sa dam at paglalagay ng sapat na instrumento na gagamitin sa pangmatagalang pagmomonitor sa istraktura ng dam, at pagsasagawa ng full environment impact assessment (EIA) study.

Dahil tapos na ang kanilang pag-aaral at tinatapos na lang ang pinal na ulat, ipinanukala ng Tonkin and Taylor ang pagpapasubasta sa Hulyo para sa pagkukumpuni ng dam.

Sa mas naunang pahayag, sinabi ni Arkitekto Gerry Esquivel, administrator ng Metropolitan Waterworks and Sewerage System (MWSS), handa na sila sa pagpapasubasta.

Iginiit niya na kailangang matapos ang rehabilitasyon ng dam sa loob ng 42 buwan.

Gayundin ang naging pahayag ni Inhinyero Russel Rigor ng Angat River Hydro Electric Power Plant (ARHEPP) ng National Power Corporation (Napocor) na siyang namamahala sa dam at Angat watershed sa paligid nito.

Para naman kay Gob. Alvarado, ang pagtatapos ng pag-aaral ng Tonkin and Taylor ay isa lamang sa maraming hakbang upang matiyak ang kaligtasan ng mga Bulakenyo sa panganib na hatid ng posibleng pagkasira ng dam kapag lumindol.

“Simula pa lang ito, mahaba pa ang kasunod. Pero nagagalak ako dahil sa pinakinggan ng Malakanyang ang isinatinig nating pangamba ng mga Bulakenyo noon hinggil sa panganib na maaaring ihatid ng pagkasira ng dam,” ani Alvarado.

Matatandaan na bago manalasa ang bagyong Ondoy sa Bulacan noong Setyembre 2009 ay ibinulgar ni Dr. Renato Solidum ng Philippine Institute of Volacanology ang Seismology (Phivolcs) na ang ang dike ng Angat Dam ay nakaupo sa West Marikina Valley Faultline (WMVF).

Sinabi pa ni Solidum na maaaring gumalaw ang WMVF anumang oras at maaring maghatid ng lindol na may lakas na magnitude 7.2, na posibleng sumira sa dike ng dam at magpabaha sa malaking bahagi ng Bulacan at Pampanga.

“Ipagdasal natin na hindi mangyari yung paggalaw ng Marikina Faultline bago matapos ang rehabilitation,” ani ng punong lalawigan.

Bilang kasapi ng TWG, sinabi niya na ieendorso agad nila sa Malakanyang ang pinal na ulat ng Tonkin and Taylor upang mapondohan agad ang pagkukumpuni sa dam.
