Ombud panel needs 30 days to study PNP chopper deal

THE panel of investigators that Ombudsman Conchita Carpio-Morales detailed to study the anomalous purchase of second-hand helicopters in 2009 will need a month to sift through “voluminous” documents related to the case.
Senators Teofisto Guingona III, Panfilo Lacson, and Aquilino Pimentel III went to the Office of the Ombudsman last week to file a graft complaint against lawyer Jose Miguel Arroyo, former Local Government secretary Ronaldo Puno, former national police chief Jesus Versoza, and other police officials over the deal.
This developed after the three senators released the committee report on a Senate probe on the deal. They said police and National Police Commission officials conspired, with Arroyo’s influence as the former President’s husband, “to cheat the Filipino people.”
The senators believe the helicopters that the Philippine National Police (PNP) bought used to be owned by the Arroyos. The Arroyos have denied the accusation, but documents and testimony suggest otherwise.
While the ownership of the helicopters is disputed, Guingona said “no one, not a single person questions the fact these are used helicopters.”
He added that before the PNP bought the helicopters, “the Arroyos used them repeatedly, extensively, and fully.”
The committee found that buying the second-hand helicopters defrauded the government of P62.7 million.
Arroyo, Versoza, Puno, and the others “conspired and confederated together, cooperated with one another, taking advantage of their official position in defrauding the government,” the executive summary of the committee report read.
Carpio-Morales gave her team of investigators seven days to study possible liabilities over the anomalous deal, said to have cost the government around P60 million. She said documents and testimony gathered by the Senate committee would make the panel’s job easier.
According to a statement from Director Edgardo Diansuy of the Ombudsman’s media affairs bureau, the panel submitted Friday its initial evaluation report. That report recommended a 30-day extension to give the panel time to sift through the documents and coordinate with other government agencies before filing its final investigation report.
