Mercado: Protecting our border; Remollo, Jolly Good Fellow

PAMPANGA residents and local officials are keenly watching how the Provincial Government and the Clark Development Corporation (CDC) are preserving, defending, and protecting the interests of the province in a territorial dispute.
Reports have it that the mayor of Bamban, Tarlac has stepped up his aggressive claim that Barangay Calumpang, a known and established village of Mabalacat, especially the area along Sacobia river, belongs to his municipality.
The dispute had long ceased to be an issue until a new Philippine president was elected. This emboldened the Bamban officials to renew asserting alleged rights over the Sacobia border. Residents there claimed Mabalacat as their place of abode and recognized Marino Morales as their mayor.
That President Aquino comes from Tarlac does not give legitimate reason and authority to Bamban officials to claim the Calumpang area as part and parcel of Bamban. They are hoping their cabalen President will back them in the dispute, it was reported.
Historically, the province of Tarlac was originally a part of the vast Kapampangan territory until the province of Tarlac was carved out from Pampanga.
The claim of Bamban to what is genuinely and traditionally a Pampanga area lacks historical and geographic basis. Calumpang residents are registered voters of Mabalacat. During natural disasters and emergency situations they run to Mabalacat officials for assistance and protection. They go to the municipal mayor to secure recommendations for jobs and business pursuits.
Mabalacat officials have been undertaking development initiatives in Calumpang. During the Pinatubo eruption, the victims sought shelter and were given accommodation in Mabalacat resettlement staging areas. They never consider Bamban as their sanctuary, neither seeking nor given help by Bamban authorities.
Pampanga provincial board members led by BM Raul Macalino should exercise firm decision in protecting the province’s territorial integrity. They should defend the legitimate and rightful interest of Mabalacat to Calumpang village, especially the border along the Sacobia River.
To expand development work further to what was called the New Frontier, basically the Sacobia area, CDC officials should not adopt the stance as fence-sitters in this dispute.
CDC officials should join Pampanga executives in defending a Kapampangan territory. They should exercise due diligence in claiming or protecting the rightful interest of Mabalacat which covers most of the area inside the Clark area.
Seeing the great potential of Mabalacat as a future growth center, then President Fidel V. Ramos issued Executive Order 344 granting official recognition of that disputed area along Bamban as a genuine part of Mabalacat, according to Mayor Morales.
Having put themselves under the political and territorial jurisdiction of Mabalacat, Calumpang residents have been enjoying the rights and privileges as Mabalacat residents. They trust Morales in seeing to their welfare and future.
They also foresee bright prospects of improving their lives when Mabalacat becomes a city soon. I hope the Board Members tasked to work out the dispute will remember this reality.
The Mayor of Bamban should not put the President on a spot by inference of support from Aquino. And his fellow officials should cease all references to that political advantage as a solid basis of their geographical claim.

Remollo at CDC
The province of Pampanga has welcomed the new CDC President and CEO with warmth and hope.
Pres. Felipe Antonio Remollo deserves no less from our cabalen, the stakeholders, and our local officials. Those who had met and interacted with Remollo felt his genuine enthusiasm to make a difference. They found him to be amiable, jolly, and humorous. He is one fellow easy to like, reported CDC PR chief Angelo Lopez Jr.
The former City Mayor of Dumaguete finds the Clark area as an unpolished gem. He wants to focus government efforts to make the precious stone a dazzling and precious asset. By lamenting that Subic, through the upbeat and dramatic hype of Richard Gordon, has overtaken Clark in global consciousness, he has set his sights on overturning this event. He wants Clark to become the crossroads of regional tourism, make it the heart of travel activities, as well a lasting template in national development agenda.
He dreams of converting Clark into a huge holiday land, a one-stop pleasure and business enclave, “a fine destination where the tourist, once he steps in at Clark, will no longer desire to go out to get what he wants in fun, joy, and comfort.”
Essentially an optimistic bubbly guy, Remollo takes life’s fortune in stride. He is aware of life’s brevity and a government job’s uncertainty. “Let us make the best of what can we do to make a difference,” he stressed. But he keeps in mind President PNoy’s marching order every hour of the day, he said.
“Which is?”
“Getting more investments, creating jobs, and attracting tourists. But first of all let us make noise, sound out a loud bang, and create a niche image of Clark in the foreign consciousness.” Gordon has beaten Clark in that direction, he added. “This is the time to beat him in his game.”
