Mayor EdPam has also intensified his urban poor housing program, an ambitious project within his Social Contract to his constituents. More than 2,000 beneficiary-families are now lot owners. More families are targeted to be awarded their lots.

In line with tourism development efforts, he has launched a campaign to enforce health, fire safety, and labor standards, starting from the entertainment district in Balibago.

He has received two awards; “Ulirang Ama” (Father of the Year) from a prestigious national family organization, and a DILG Central Luzon reward for his comprehensive and commendable Social Contract (Part II).

He created the Angeles City Economic Enterprise Committee to maximize productive use of the public markets, abattoir, city hospital, and the city college.

He aims at producing utmost economic returns of these assets to make them self-sustaining, according to his brilliant strategist and chief of staff Alex Cauguiran. Alex is zeroing in on recalcitrant violators of city ordinances on building safety in the tourist district.

Former San Fernando City Mayor, now Rep. Oscar Rodriguez, has caught national attention with his tested and acclaimed Performance Governance System, using the Balanced Score Card system as his instrument for good governance.

His PGS has been adopted in the budgetary plan by the administration. This was evident in the preparation of the proposed P2.68-trillion national budget which required each government agency to cite specific performance targets, to be attached in all budget proposals.

Then Mayor Oca initiated this revolutionary innovation by setting benchmarks in all city offices and units. This had brought maximum efficiency, transparency, and accurate monitoring of individual accomplishments of the city offices.

The Rodriguez PGS-BSC, if fully adopted in spirit and substance by the Congress, will compel all agencies to guarantee that their performance goals are measurable and verifiable.

The House leadership, taking cue from the Palace, has chosen Cong. Oca as the chairman of the Good Government Committee, the first step auguring his possible ascent to being Deputy Speaker.

Board Member Cris Garbo, undefeated in his political career, is known as an aspirant to the mayoralty of Mabalacat City. He is on his third and final term, making him a potential threat to the unbeatable Mayor Morales.

Recently he lashed out at his detractors who called them “character assassins backed up by a politician.” He cited a local journalist, said the news report, “in the early demolition job.” It appears that the camp of Mayor Boking has started compiling a thick dossier on Garbo who wailed “masyadong maaga pa!”

That Cris finished second to a female colleague (Cherry na, Manalo pa) in the 1st district polls does not make him a formidable opponent if he runs for city mayor. What seems to frighten his adversaries is that Garbo has the ears — and sympathy — of Gov. Pineda who supports his projects.

Garbo is known to follow Nanay Baby everywhere and sticks to her like a Saturday hangover even in areas outside his turf (1st district).

If one journalist-assassin he was referring to resembles Mayor Boking’s efficient and deadly propagandist Deng Pangilinan, Garbo could not be far from the target. Deng harbors a secret ambition to be mayor for as long as I know. He is only waiting for the retirement of his boss and hopes to succeed him. “He treats me more than his son,” he said.

Deng has a wide following. As chairman of the city water district, he can mobilize large support from the water consumers, many of whose bill arrears

Deng reportedly condones (susmariosep!) or settles to gain their goodwill.

To prepare for his future candidacy, Pangilinan, also a piggery farmer, had himself elected recently as vice chairman of the Metro Angeles Chamber of Commerce and Industry. He had been president of the provincial press club, and active commentator at dwRW radio. He is not a character assassin but he can be dangerous when he is funny like his mentor Perry Pangan.
