Meralco Charges To Rise P0.0306/kWh

MANILA, Philippines — To recoup cost under-recoveries of P944.234 million from last year’s billings, Manila Electric Company (Meralco) has been allowed by the industry regulator to adjust its generation charge by P0.0306 per kilowatt hour (kWh) starting this September billing cycle.
Meralco may lump the generation cost allowed by the Commission at its billing for this month.
In a decision rendered by the Energy Regulatory Commission (ERC), it emphasized that “Meralco is authorized to collect the additional generation cost for the period January 26, 2010 to February 25, 2010 in the total amount of P944,234,752.55, inclusive of the carrying charges.”
The regulator added that the pass-on of the cost recoveries will be “effective (in) its next billing cycle until the full amount shall have been collected.”
The decision emphasized that “the petition filed by Meralco for the approval of the lower generation charge for the billing month of March 2010 and for the recovery of the differential generation charge is hereby approved.”
The under-recovery charges resulted from the decision of the power utility firm then to bring down the generation charge it will pass on and stagger the balance so it will not result in ‘price shock’ to its customers.
That was the time when power generation costs have been surging because of supply shortages in the system as an upshot of the El Niño weather condition and the simultaneous shutdown of power plants in preparation for the May 2010 elections.
During that time, the company opted to lower the generation charge it billed to consumers at P6.3154 per kWh from what could have been a higher P6.76 per kWh. It similarly proposed to the ERC that it be allowed to recover the deferred amount over six months.
In the ERC ruling, Meralco has been directed to “submit within 10 days from its initial implementation a sworn statement indicating its compliance.”
The regulator similarly ordered that the company must “reflect the generation charge as a separate item in the bill using the phrase – ‘previous month’s adjustment on generation cost’.”
Meralco also needs to “accomplish and submit a report in accordance with the attached prescribed format, on or before the 30th day of the month, until the full amount shall have been fully collected.” (MMV)
