Mayor wants illegal fishpens removed

CITY OF SAN FERNANDO — Macabebe Mayor Anette Flores Balgan on Wednesday challenged government agencies to free some 150 hectares of coastline from illegal fishpens that had encroached municipal waters here.
An irritated Balgan, during the briefing on Integrated Coastal Management (ICM) at the Executive House of the Provincial Capitol, said her administration had been wondering why illegal fishpen operators have been allowed so close to municipal shorelines.
“This is a problem since local fishermen, the poor ones, are deprived of their livelihood and are adversely affected by these strictures,” Balgan said.
She said her administration had repeatedly called on the attention of the Bureau of Fisheries and Aquatic Resources (BFAR) and the Department of Public Works and Highways (DPWH) to the possibility of removing the structures.
“I do not understand what their problem is. If they can’t demolish them, then I will ask for authority and we will remove them (fishpens). We can do it in two days,” Balgan said.
The mayor expressed worry, however, that her administration cannot effectively pursue the rehabilitation and protection of their coastal waters due to inaction of certain government officials.
The Macabebe coastline is part of the small stretch of the Pampanga Bay that also forms part of the Manila Bay along with portions of nearby Bataan province.
Meanwhile, Environment Regional Director Ricardo Calderon said fishpens may not open along coastal areas without permits from municipal governments.
He said 15 kilometers from the coastline of a town is designated as part of the municipal waters.
Balgan, for her part, said they have not issued any permit that allows the encroachment of municipal waters. She said they are instituting programs for the protection of municipal waters here.
