Mayor to file raps vs airport president

CANDABA — Mayor Jerry Pelayo said Friday he will file another graft charges against Clark International Airport Corporation (CIAC) president Victor Luciano before the Office of the Ombudsman.
The filing of graft charges is in connection with the P2.6-million worth electric cable lines at the aviation complex, which are reportedly missing.
Pelayo said he believed that Luciano has something to do about the incident after he has authorized the personnel of ACP Manpower to conduct ground maintenance, as evidenced by the latter’s handwritten note forwarded to ASD-Pass control office.
“Sasampahan ko siya ng kaso sa Ombudsman at susulatan ko rin ang mga senador para magsagawa sila ng imbestigasyon ukol dito,” Pelayo said.
Pelayo said Luciano allegedly requested the entry of Cesar Mayo, Jose Canete III, Nilo Padua and Rolly Padua to do ground maintenance and excavate wires inside the restricted area.
Reynaldo Catacutan, CIAC vice president for operation, also implicated Luciano in the alleged theft incident.
According to Catacutan, the missing back-up cables were only discovered on September 5. He said that the lines were probably stolen between July to September.
“Si Luciano ang lumalabas na nagbigay ng pahintulot sa mga ACP personnel batay na rin sa kaniyang sulat. Hindi rin tama na basta na lamang na magpapasok ng tao na walang kaukulang training sa loob dahil delikado,” he said.
Catacutan added the chronology of events that led to the discovery of the excavated cable wires, as appearing in the security log books, points to the ACP manpower personnel as the ones who excavated and pilfered the cable wires at the manholes along the access road.
He likewise said that the CIAC board is set to convene to make an inquiry and investigation regarding the veracity of reports implicating Luciano in the incident.
“Baka kasuhan natin siya ng administratibong grave abuse of discretionary power kapag napatunayan nating may partisipasyon siya dito,” Catacutan stated.
CIAC officials earlier denied reports that there was cable theft inside the Diosdado Macapagal International Airport.(Herbert P. Mapiples)
