Mayor, councilor trade barbs on corruption claims

MEXICO — In two separate venues, Mayor Teddy Tumang and Councilor Rex Calma of this town on Wednesday threw brickbats at each other, while answering accusations and barbs in their long-running feud.
Calma was first to hit Tumang anew, this time with additional charges and accusations of alleged corruption from purchases of medicines for municipal health units.
In his privilege speech before the municipal council at the Session Hall, Calma called on the mayor to explain to the people of Mexico the alleged funds approved by the august body for the purchase of medicines from 2005 to 2008 amounting to P45 million.

Calma named Roberto Tugade, owner of Farza Medics Distributor in Bulacan; Tumang’s secretary Luz Bondoc; the mayor’s nephew and personal driver Michael Jude Tumang; Office of the Mayor staff Lemen Sampang and Minnie Snyder; and one Rizalito Dizon as alleged accomplices of Tumang in the transactions that took place in 2005 (P12,112,027), 2006 (P12,000,000), 2007 (P9,000,000) and 2008 (P11,700,000).
From the amounts, Calma alleged, came commissions for Tumang worth P14,443,513.40.
Calma said they will file with the Ombudsman the necessary charges against the mayor and his accomplices.
Calma clarified that his move is non political: It is just consistent with our advocacy of transparency, good governance and as an avid supporter of the present administration in weeding out rampant graft and corruption within the government and in pursuit of the so-called Daang Matuwid. As a duly elected Sangguniang Bayan member, I am compelled to expose this anomalous transaction in the hope that graft and corruption can be lessened, if not totally eradicated in our hometown Mexico. Patuloy po ako at ng mga kasama kong magbabantay sa pera ng bayan at sa mga tiwalang opisyal ng ating bayan.
Tumang, for his part, threw counterpunches in a flash conference at his office at the municipal hall, first by challenging Calma and company to prove their allegations.
They have to prove their allegations and I am most willing to face them in the proper forum. Time and again I have been cleared by the proper bodies and authorizes like the Ombudsman. They could obtain documents on that from our accountant. Besides, all transactions here undergo the proper audit and are very transparent, he said.
Tumang said the alleged reason why Calma has been hitting him for the longest time since they parted ways in 2007 is when he changed his color from green to orange.
It is all rooted from my scrapping of the councilors monthly allocation of P75,000 each and twice the amount for the vice mayor [Roy Manalastas]. We found out that some councilors, including Rex Calma, ay pinepera lang itong dapat ay financial assistance and materials aid for constituents. We have documents signed by barangay captains to prove that. Only about 10 percent of that, we discovered, is being used for the right purpose, Tumang said, showing desk pads bearing the signatures of the councilors he referred to, including Calma.

Tumang said he is likewise ready to file the necessary charges against Calma.
