Lawmaker demands explanation over NAIA’s renovation

TRANSPORTATION and Communications Secretary Mar Roxas should explain where the announced budget of P1 billion for the airport’s renovation will be coming from, a party-list lawmaker said.
The fund allotment could not be found in the General Appropriations Act of 2012, which is to be signed by President Benigno Aquino III this month, Bayan Muna Representative Teddy Casiño said.
“We want to know who’s footing the bill. It’s not in the budget. Is a private entity paying for it?” he asked.
Citing newspaper reports, the lawmaker said the main chunk of the airport rehabilitation budget, amounting to P500 million, will go to aesthetics and interior design.
For retrofit and structural upgrades, the government will spend P340 million. It will also shell out P300 million for rapid exit taxiways to “reduce waiting time” of airplanes, P20 million for improvements in 72 toilets in the airport, and P20 million more for urinals and other amenities.
After being dubbed as the “world’s worst” in the website “The Guide to Sleeping in Airports”, the Department of Transportation and Communications (DOTC) has decided to renovate the Terminal 1 of the Ninoy Aquino International Airport (NAIA), tapping Leandro V. Locsin and Associates to do the structural rehabilitation work.
With the plan, the DOTC reportedly disregarded the proposed rehabilitation of world-renowned furniture designer Kenneth Cobonpue, interior designer Budji Layug, and architect Royal Pineda (PLC).
“While we appreciate efforts of Secretary Roxas to finally do something about NAIA, he should clarify how the decisions were made. Just last month, Roxas said that the government was considering the sale of NAIA 1 to raise as much as $2.5 billion for aviation infrastructure. Less than a month later, he comes up with the LVL plan which he says is more thorough than the PLC’s. The people and Congress need an explanation,” Casiño said.
The government already clarified that the DOTC had no intention to disregard the PLC in the project but said that the rehabilitation should first be focused on the airport’s structure. (Kathrina Alvarez/Sunnex)
