Kids ‘learn values’ from Sinulog

JOINING the Sinulog helps children learn values that cannot be taught in school, an education official said yesterday, reacting to Cebu City Vice Mayor Joy Young’s call to abolish the Sinulog sa Kabataan sa Dakbayan.
Department of Education (DepEd) 7 Director Recaredo Borgonia also dismissed Young’s statement that joining the annual contest affects children’s studies.
In an interview, Borgonia said he had directed school officials, during an executive conference, not to disrupt classes for rehearsals.
He added that no more than 20 percent of the schools in Cebu City joined the contest.
“If a school joins, not all children are involved,” he said, citing as example the Abellana National High School, where only 300 out of the thousands of students joined the school’s contingent.
Discipline, teamwork
By performing in the Sinulog, school children are able to develop values such as discipline and teamwork, said Borgonia.
He added that he has always reminded school heads to look after the welfare of the children in competitions like Sinulog.
Also, most Cebu City officials disagreed with the abolition of the Sinulog sa Kabataan sa Dakbayan.
They agreed, however, that the participation of the school children in the annual event should be regulated.
Mayor Michael Rama, for his part, said now is not the appropriate time to talk about the abolition of the Sinulog sa Kabataan, which was held over the weekend.
The event is held every weekend preceding the Sinulog grand parade.
The Sinulog sa Kabataan will be among the issues that will be discussed after the Sinulog festivities.
Also up for discussion are improvements on school buildings, particularly seven schools in six barangays located in high-risk areas.
The schools are in mountain barangays that are prone to landslides while one is along the riverbank.
“I don’t want to glamorize the issue. I want to focus on the coming days, this weekend and even the day after Sinulog. Let’s discuss that when everything is over,” said Rama referring to the statement of Vice Mayor Joy Augustus Young that Sinulog sa Kabataan is “academically destructive.”
Priorities
Most councilors acknowledged Young’s point that academics should be prioritized over extra-curricular activities.
“There really is a disadvantage because education will be sacrificed because of the practice. However, as a Filipino, it is a manifestation of our faith in the Sto. Niño.
Maybe we should continue the Sinulog sa Kabataan but we should put a limit,” said Councilor Roberto Cabarrubias.
Young, the chairperson of the committee on education, said that most, if not all schools contending in the Sinulog sa Kabataan, do not adhere to the guidelines that practices should only be done after class hours.
But Basak San Nicolas Barangay Captain George Rama said students, who are part of the winning contingent of the barangay, are only allowed to practice at 8 p.m. and during weekends.
“I think we should regulate it rather than abolish it. It’s only once a year and the Sinulog is more for our children. Maybe we have to provide incentives like only pupils who have good grades can join,” said Councilor Jose Daluz III.
Councilor Augustus Pe Jr. agreed, saying only “schools with high NAT (National Achievement Test) passing average may be allowed to join Sinulog sa Kabataan in the future.”
Focus
Pe suggested that administrators of schools not doing good academically should concentrate on improving their academic standings rather than pursuing extra-curricular activities.
“I believe the Sinulog is educational for our children for it teaches them the importance of preserving the culture and heritage (but) we have to find a workable solution so that their participation won’t create a serious impact on their academic performance,” said Councilor Alvin Dizon, members of both the committee on education and tourism, culture and the arts.
Following the Department of Education (DepEd) 7 memorandum that all schools should be disaster ready and that all buildings should be able to withstand heavy rains and strong winds, Rama said he will ask for an accounting of the P100 million appropriation for education infrastructure.
He wants to know how much of the fund was already spent and what the fund was spent
on.
Young named Barangays Busay, San Jose, Sapangdaku, Sinsin, Sirao and Tagbao as those areas with schools that are in high risk areas.
After the Sinulog festivities, Rama said the City Government can focus on the schools, especially those along the riverbanks.
The transfer of Sirao Integrated School and Baksan Elementary School in Sapangdaku have been long overdue, the mayor said.
