Kapampangan officials commit to good governance

CLARK FREEPORT — Top Kapampangan officials have officially expressed their support to President Benigno Aquino III’s “tuwid na daan” (straight path) advocacy.
Led by Vice Governor Joseller Guaio, Kapampangan mayors and government employees signed a covenant of commitment to government transparency and accountability during the Department of Interior and Local Government’s (DILG) Tapatan Roadshow at the Fontana Leisure Parks on Wednesday.
Guaio came in behalf of Governor Lilia Pineda, who was abroad for a personal trip.
City Mayors Oscar Rodriguez and Edgardo Pamintuan, known advocates of good governance, also signed the covenant of commitment.
Aside from Kapampangan officials, Aurora Governor Bellaflor Angara Castillo, Zambales Governor Hermogenes Ebdane Jr., and Bulacan Governor Wilhelmino Alvarado-Sy signed the covenant.
Meanwhile, Tarlac Governor Victor Yap, Nueva Ecija Governor Aurelio Umali and Bataan Governor Enrique Garcia sent representatives to the covenant signing.
Local Government Secretary Jesse Robredo was witness to Central Luzon officials’ signing of the good governance covenant.
“The big picture is to develop the people’s trust to their government officials (and) developing that trust is to significantly reduce corruption,” Robredo said.
The signing of the covenant of good governance is part of the full disclosure policy of the DILG.
Transparency and reduction of corruption efforts are under such policy.
The policy also requires government officials to declare religiously budgets, expenditures, contracts and loans and procurement plans of government as mandated by the law.
Secretary Robredo said he will push for the long-time commitment of government officials to the full disclosure policy.
While most Kapampangan mayors are present, mayors from other cities and municipalities did not attend the covenant signing.
“The next step is to ask the people absent today if they are willing to sign the commitment,” Robredo said.
He admitted that pushing for the full disclosure policy is a “struggle”.
“But, I will really push for this one. It’s my mission,” Robredo said.
San Fernando Mayor Rodriguez, also president of the League of Cities of the Philippines, said he salutes Robredo for advocating good governance across Central Luzon.
“I encourage this – participation, multi-sectoral consultation, accountability, transparency and responsibility. These efforts are all toward good, serious and effective governance,” Rodriguez said.
San Fernando is a known-awardee of various good governance awards.
