HAU seeks end to labor strike
ANGELES CITY — The management of the Holy Angel University (HAU) expects an end to the weeks-long labor strike by their employees after showing them details of the school’s budget allocation.
In a statement on Friday, the HAU management said the long standing labor strike by the HAU Teachers and Employees Union (HAUTEU) “could now be laid to rest.”
This, after University Registrar and Engineer Renato Santiago, on September 3, made a detailed presentation of the computation on the allocation of incremental proceeds (IPs) before a joint panel composed of HAU and HAUTEU officials at the Department of Labor and Employment office in the City of San Fernando.
HAU said Santiago’s presentation used real-time supporting data to prove that the amounts of allocation of the 70 percent IPs are based on actual figures, thus rendering as moot the need for hard-copy documents.
Santiago’s manner of computation is exactly the same one used for the computations of 70 percent IPs during school years 2010-2011 and 2011-2012, which the National Labor Relations Commission in Central Luzon has ruled in favor of the management in the unfair labor practice case.
Santiago repeated his presentation on September 4 before an assembly at the university’s DAS Hall composed of officers of the Parents-Teachers Association (PTA) and student leaders of the University Student Council (USC), College Student Councils (CSCs), accredited student organizations and publications.
HAUTEU members went on strike after a deadlock in the CBA negotiations mainly on the computation of the 70 percent IP, which the union demanded to see.
The HAU management panel submitted to the DOLE-National Conciliation Mediation Board the same computation as early as July 15, or one month before the strike saying they have “always maintained its accuracy.”
After Engr. Santiago’s presentation, the HAU management said student leaders and PTA officers expressed satisfaction and hope that the strike will soon come to an end.
During a mediation conference on September 5, the university’s management panel reiterated its omnibus offer of settlement to the union which is to release the P20.9 million share of the union and the withdrawal of the appeal on the unfair labor practice case.
The university management said the P20.9 million offer is more than the actual computation of the 70 percent incremental proceeds.
The HAU management said this offer “is the only way to achieve complete industrial peace in the university.”
According to HAU, the union refused the offer.
HAUTEU has yet to issue an official statement about the issue.
Another conciliation meeting is scheduled on September 17.
