Guiao wants Clark summit

CLARK FREEPORT — Pampanga 1st District Rep. Joseller Guiao wants to hold a summit of all stakeholders of the Clark Freeport Zone sometime in October this year.

Guiao bared his plan during a forum with members of the Capampangan in Media Inc. at the Bale Balita Center last Friday, barely a week after Kapampangans expressed disappointment over the non-inclusion of the development of Clark in the fourth State of the Nation Address (Sona) of President Benigno Aquino last July 22.

“We really have to come up with a strong position on this issue to persuade government to make the development of Clark a priority under the present administration,” Guiao said.

Guiao said he was confident that Clark is still part of the President’s agenda “because I know Central Luzon is in his heart.”

The neophyte congressman said he will also discuss the issue with the other Pampanga lawmakers to come up with a common position and strategy.

As this developed, Guiao also revealed only P277 million for the Clark airport appeared in the 2013 National Budget submitted by the President for approval by Congress.

But a clarification issued by Clark International Airport Corporation (CIAC) president Victor Jose Luciano, through a phone call to Guiao, showed that P3.6 billion was supposedly included in the unprogrammed portion of the national budget.

“I understand that amount (P3.6 billion) is part of the P7.2 billion allotted for the Clark airport,” Guiao said.

Guiao said he had already filed two bills, among others, in the House of Representatives for the conversion of both Clark Development Corporation and CIAC into authorities. He also said he proposed the changing of the names of Clark Freeport into the Corazon C. Aquino Freeport Authority and the Clark airport into Corazon Aquino International Airport.

Guiao reiterated that the conversion of two state-owned agencies into authorities will not displace their workers.

“I have made specific provisions in the bills that the workers employment be secured and protected,” he said.(Jun Sula)
