Government to probe ‘unliquidated’ military funds in 2004 polls

THE joint Commission on Elections (Comelec) and Department of Justice (DOJ) panel will look into supposed unliquidated funds spent by the Armed Forces of the Philippines (AFP) during the 2004 presidential elections.
In Tuesday’s budget hearing of the House committee on appropriations, Bayan Muna party-list Representative Neri Colmenares said that according to the Mayuga report — which looked into military involvement in election fraud — the Comelec allotted around P197 million to the AFP during the 2004 polls.
Colmenares said that in the first tranche of P101 million, a total of P80 million was given to intelligence “which is irregular considering that the funds is supposed to go into operational and logistical support to the deputized AFP, not on intelligence gathering.”
Worse, the party-list lawmaker said, it was given to J2, instead of its implementing arm, the Intelligence Services of the AFP.
J2, an intelligence management agency, has no capacity for implementing intelligence projects.
The ISAFP was headed then by Admiral Tirso Danga, who contested former Lieutenant General Hermogenes Esperon’s appointment to the Chief of Staff position, while J2 was headed by a classmate of Esperon.
“The amount is made more suspicious considering that in later tranches J2 and ISAFP were separately given P6 million, P5 million, and P1.6 million additional funds, which bloated the total amount given them to nearly 100 million pesos out of the 197 million given the AFP by Comelec. Again, this was another line of questioning that Mayuga failed to pursue considering the importance of following the money trail to investigate a fraud, especially election fraud,” Bayan Muna party-list Representative Teodoro CasiƱo said.
The controversial Mayuga report was prepared by the panel led by former Navy Vice Admiral Mateo Mayuga tasked to investigate the military’s participation in the alleged 2004 election fraud.
Although none of the incumbent Comelec officials were connected with the poll body during the 2004 elections, chairman Sixto Brillantes assured that the said unliquidated funds will be probed during the joint Comelec-DOJ investigation.
Colmenares said the military should have handed a liquidation report to the Commission on Audit on the use of Comelec funds.
Meanwhile, Comelec was allotted by the Budget department P7 billion for the conduct of the mid-term election in 2013, which was synchronized with the local polls in the Autonomous Region in Muslim Mindanao.
Brillantes and other members of the Comelec en banc are seeking an additional P1.5 billion to be spent for accessories.
Brillantes appealed to members of the House of Representatives for the early approval of their budget to start the bidding process by February next year. (Sunnex)
