General assigned to Western Visayas is new Army chief

A MILITARY officer who is currently in charge of internal peace and security efforts in Western Visayas has been appointed as the Philippine Army’s 54th commanding general.
Fifty-three-year-old Major General Emmanuel Bautista will replace Army chief Lieutenant General Arturo Ortiz, who is set to retire on November 13 when he reaches the mandatory retirement age of 56, a Palace official announced on Tuesday.
Deputy presidential spokesperson Abigail Valte said Bautista’s record has been “exemplary, both in the field and in staff positions.”
The 53-year-old major general is currently the commander of the 3rd Infantry Division of the Philippine Army. He is responsible for Internal Peace and Security Operations in Western Visayas and the provinces of Negros Oriental and Siquijor in Central Visayas.
“Bautista has been decorated seven times in combat. Most notably, in his staffwork, as J3 of the AFP (Armed Forces of the Philippines), Major General Bautista was primarily responsible for the formulation of the Internal Peace and Security Plan, ‘Bayanihan,’” said Valte.
Bautista is also recognized for developing “Bayanihan” from its conceptualization, development, writing, launching, and implementation. He was able to mobilize the participation of different stakeholders in the planning process.
“The plan involves innovative approaches and paradigm shifts and is now the blueprint of the AFP in winning the peace,” Valte added.
President Benigno Aquino III will lead the change of command at 10 a.m. Wednesday at the Philippine Army headquarters in Fort Bonifacio, Taguig City.
Bautista, who is a member of the Philippine Military Academy Class of 1981, will be the second commanding general of the Philippine Army to be appointed by President Aquino since he assumed office in June 2010. He bypassed two PMA classes 1979 and 1980.
He is the son of Brigadier General Teodulo Bautista, who was killed by Moro National Liberation Front (MNLF) rebels in Sulu in 1977.
He was among the six generals interviewed by the President as replacement for then AFP chief Ricardo David but Aquino eventually picked current chief of staff Eduardo Oban Jr.
He is a graduate of the Joint & Combined Warfighting Course at the Joint Forces Staff College, Virginia, USA; the Grade II Staff and Tactics Course in New Zealand; and a Masters Degree in Business Administration from the University of the Philippines, Diliman.
“With his appointment, the President believes that the Philippine Army will be able to build on the foundation of reforms instituted by Bautista’s predecessors in the Philippine Army, and will continue these reforms while orienting the Army to be a force for the maintenance of peace,” Valte said.
