Exec: Segregation not in our culture

PROVINCIAL Environment and Natural Resources Office (Penro) chief Art Punsalan said Saturday that the solid waste management program of local government units all over Pampanga is being hampered by the lack of information about proper waste segregation.
Punsalan noted in particular that households and even some business establishments continue to dispose garbage without separating them into biodegradable, non-biodegradable and recyclables, adding more woes to the growing waste crisis.
“The real big problem here is down to the households, waste segregation is not in our culture and system. It has not sunk into the consciousness of people. Many continue to just dump them in plastic bags then into waterways and canals,” Punsalan said.
“A lot of people continue to burn garbage or bury it, without really realizing that it just stays there. The practice of segregation has to be instilled in order for our solid waste management programs to succeed,” he added.
Following the closure of open dumpsites in the province, Punsalan revealed that local government units must immediately comply with requirements for material recovery facilities since they have their budgets coming from the five percent of the internal revenue allotments.
“A good example is the Municipality of Apalit where 90 percent of barangays have their MRFs and are segregating their garbage. Others towns including Lubao, Sta. Rita and City of San Fernando are following suit.
In these LGUs, the compliance level is higher than the previous administration. This is a 15-year old problem that has not fully grown in our system and culture,” he said.
Punsalan disclosed that an authorized landfill will be constructed this year to defray the cost of transporting waste to Metro Clark Landfill which he estimates at about P500 million annually.
“Everyone — from our Governor Lilia Pineda to Vice Governor Joseller Guiao and the Provincial Board — are working closely to ease our garbage problems. With the help of the Department of Environment and Natural Resources (DENR), the province was able to identify a site for the sanitary landfill,” he said.
