Ex-senator wants probe on Vizconde massacre witnesses

MANILA (Updated 9:36 a.m.) — Former senator Freddie Webb, the father of the alleged principal suspect in the Vizconde massacre, sought for an independent investigation on the new witnesses.

During a press conference Tuesday, witnesses gathered by the National Bureau of Investigation (NBI) said Hubert was in the Philippines and not in the United States when the massacre happened, as he earlier claimed.

Estrellita Vizconde and her two daughters, namely Carmela and Jennifer, were brutally murdered at their residence in Parañaque City in June 1991.

The former senator said the witnesses are suspicious, adding they may be no difference to Vizconde massacre star witness Jessica Alfaro who offered false testimony in court.

The six new witnesses include an electrician, a shabu dealer, a village security guard, two persons who played basketball with Webb, and a haircutter.

A shabu dealer said he had transactions with Webb sometime in May 1991.

Another two witnesses said they played basketball with Webb in a summer league in April or May 1991 at BF Homes, Paranaque.
A haircutter, also said in 1991, Webb went to his parlor to have his haircut.

Meanwhile, a village security guard said his record during the time of the massacre revealed Webb was in the country in 1991.

The NBI said the witnesses voluntarily executed their testimonies, adding their motive is to unfold the truth seen by them.

The task force also said, “They (witnesses) were never threatened, forced or coerced or promised any consideration.”

But Webb said they wanted to investigate the witnesses, adding it is impossible for them to cross-examine the witnesses because they “do not exist.”

He added the Department of Justice (DOJ) should give them the names of the witnesses.

The former senator also said the DOJ should allow them to conduct an independent investigation on the case without the NBI’s help.

Webb, along with his fellow accused Antonio Lejano, Michael Gatchalian, Hospicio Fernandez, Miguel Rodriguez, and Peter Estrada were convicted for rape with homicide on January 4, 2000.

Last December, the Supreme Court acquitted them, saying the lower court and the Court of Appeals erred in handing down the guilty verdict when they failed to present evidence to counter Webb’s certified true copy of the original passport and the certification of the Philippine and US immigration services that he was in the US when the massacre took place.

Justice Secretary Leila de Lima, for her part, said while there was no confirmation that Webb was in the crime scene, they were able to shatter Webb’s alibi that he was in the US during the massacre.

However, de Lima said Hubert can no longer be charged because of the principle of double jeopardy. (Sunnex)
