Ex-Armm guv urged to expose poll fraud in Congress

FORMER Autonomous Region of Muslim Mindanao (Armm) governor Zaldy Ampatuan should expose the alleged election fraud committed in 2004 and 2007 by then President Gloria Macagapal-Arroyo in a House inquiry, two lawmakers said Tuesday.
After Justice Secretary Leila De Lima rejected the bid of Zaldy Ampatuan to become a state witness against his father, Andal Sr., and brother, Andal Jr., in the gruesome Maguindanao massacre, Zaldy bared the alleged cheating committed in the 2007 senatorial elections.
According to the former Armm governor, First Gentleman Jose Miguel Arroyo called Andal Sr. for a meeting that took place sometime in January or February of 2007 to plan the alleged fraud in the Maguindanao polls.
During the said meeting, the then First Gentleman allegedly instructed the Ampatuan family to ensure that the votes of opposition candidates – then senatorial bets Benigno Aquino III, Alan Peter Cayetano and Panfilo Lacson – would be credited to Senator Juan Miguel Zubiri, who ran under the administration party.
Then opposition senatorial bet Aquilino “Koko” Pimentel III claimed he was cheated in the 2007 elections after votes from Maguindanao allowed Zubiri to snatch the last Senate post.
According to Bayan Muna party-list Representatives Teddy Casiño and Neri Colmenares, Zaldy’s testimony “could be the breakthrough we have been looking for all these years. Now that he wants to talk, let him talk and let us ask the right questions.”
Casiño warned, however, against what he said was an apparent plan hatched to let the Ampatuan family off the hook in the Maguindanao massacre committed in 2009 in exchange for Zaldy’s revelations on the alleged election fraud.
“While we welcome Ampatuan’s revelations, we are worried that it is being used to bargain for exoneration in the massacre case. His professed innocence in the latter should stand on its own merit and not in exchange for information on the former, which is a totally different case,” Casiño said.
He said Ampatuan’s testimony would be crucial not only in holding former President Arroyo and her allies accountable for the “Hello, Garci” scandal and other cases of electoral fraud but will also help lawmakers craft measures to combat cheating.
The Hello Garci scandal refers to former Election commissioner Virgilio Garcillano who Arroyo called to allegedly rig the 2004 national election results.
Arroyo denied the accusations of fraud but admitted that it was her voice in the wiretapped conversation with Garcillano.
Representative Colmenares, for his part, said Ampatuan is a “credible witness” on the 2007 electoral fraud having been one of those charged with manipulating the elections.
Colmenares said he, together with then lawyers de Lima and Sixto Brillantes, acted as counsels for the opposition during the special canvassing for the party-list and senatorial elections in Shariff Aguak, Maguindanao in June 2007, and witnessed the blatant fraud in the election returns.
“Our objections and charges were dismissed. Now proof of fraud is at hand and Ampatuan should tell all and testify, without precondition, against Arroyo and all those involved in the cheating both senatorial and party-list election.
