Energy department hands out fuel cards to Angeles drivers

ANGELES CITY — Officials of the Department of Energy (DOE) led by Undersecretary Jay Layug recently distributed Pantawid Pasada cards to passenger jeepney drivers here.
Some 2,000 drivers were given assistance under the government’s program to cushion the impact of rising fuel prices to the transport sector.
Mayor Edgardo Pamintuan and other local officials assisted the DOE officials in distributing the cards to drivers at the City Hall on Friday.
There are about 5,000 jeepney drivers in the city and some 7,000 franchise holders, it was learned.
Layug said the cards, which contains P1,050 worth of fuel (gas or diesel) are now available but drivers’ data need to be submitted to the agency, through the Land Transportation Office (LTO) and Land Transport Franchising and Regulatory Board (LTFRB), for verification and printing of cards to be distributed to rightful beneficiaries.
He admitted that there are some delays in the printing of cards but said the DOE is doubling its efforts to complete the project by July. At present, the DOE is printing about 4,500 cards a day.
“As soon as the cards are available, we immediately distribute them to drivers,” he said.
There are 220,000 to 250,000 franchise units nationwide and the National Government has appropriated P300 million for jeepney drivers and P150,000 for tricycle drivers.
The department already printed 80 to 90 cards and 30 to 40 percent of these were already claimed, Layug said.
The DOE implemented the program after transport groups sought government’s assistance, according to the DOE official.
He also disclosed that their countries in South East Asia are also giving subsidy to their respective transport sectors.
The National Government, through the Department of Interior and Local Government (DILG) gave P150 cash to tricycle drivers nationwide as part of the Pantawid Pasada program.
There are about one million tricycle drivers all over the country, according to Layug.

The cards will be activated five working days after the drivers received them.
Layug clarified that the beneficiaries of the fuel assistance program are the drivers and not the operators. He urged all concerned individuals to report any irregularity and abuses relative to the program.
