Drilon: Congress will approve 2012 budget before Christmas

SENATOR Franklin Drilon hopes that Senate will be able to pass next year’s P1.8-trillion budget before it goes on Christmas break.
Drilon, Senate finance committee chairman, explained that his committee has already held hearings on the budgets of National Government agencies.
The House of Representatives passed the budget bill last week and it has been transmitted to the Senate.
The budget bill will be up for sponsorship as soon as Congress comes back from a legislative break in November.
“We will diligently work for the passage of the budget so that by January 1, we will have an approved national budget for 2012,” Drilon said.
According to his timeline, plenary debates on the budget bill will end by November 22. As passage of the bill is a priority, Drilon expects the Senate to approve it on second and third reading on that day.
A bicameral conference committee will be convened from November 23-28 to reconcile differences between the Senate and House versions of the general appropriations bill for 2012.

The proposed budget for next year is 10.4 percent higher than the current budget and is equivalent to 16.5 percent of the country’s gross domestic product.
The Department of Education will have the most money with its P238.8-billion budget. Next is the Department of Public Works and Highways with P125.5 billion, and the Department of National Defense, which will be given P107.9 billion.
The Department of Interior and Local Government has a proposed budget of P49.4 billion, and the Department of Agriculture will get P54 billion.
The Department of Social Welfare and Development will get P49.4 billion, followed by the Department of Health, which has a proposed budget of P44.4 billion.
The Department of Transportation and Communications will get P34.6 billion, while the Department of Agrarian Reform has a proposed budget of P18.3 billion.
