DOLE holds Orientation on Basic Safety for 154 Contractor Workers
City of San Fernando – Days after a Cease and Desist Order (CDO) was issued by the Department of Labor and Employment (DOLE) to R.C. Ramos Construction Group and its contractors and subcontractors due to a mishap involving four (4) contractor workers sustaining physical injuries during the on-going construction of the SM City San Fernando, the DOLE Regional Office 3 conducted an Orientation on Department Order (DO) No. 13, series of 1998, for all contractors involved in the said construction firm’s Recovery Plan.
“The D.O. which is also known as the Guidelines Governing Occupational Safety and Health in the Construction Industry is part of the recommendations of the DOLE to the concerned constructions firms for them to strictly comply with before we can lift the CDO” says DOLE Regional Director Raymundo G. Agravante.
In Agravante’s report to Labor Secretary Rosalinda Dimapilis-Baldoz, Engr. Eduardo Dela Cruz, head of the Technical Support and Services Division for Labor Relations and Labor Standards of the DOLE Regional Office 3, facilitated the conduct of the said orientation which was attended by one hundred forty three (143) contractor workers of the R.C. Ramos Construction and its subcontractors who will be involved in its Recovery Plan.
According to Engr. Dela Cruz, activities involved in the said recovery plan is the step by step procedures in the demolition of the collapsed beam and removal of imminent danger in the accident site, where the said beam being constructed, suddenly collapsed causing physical injuries to four (4) contractor workers on March 9, 2012 at noon time.
“SM San Fernando Executives, R.C. Construction Group and all contractors and subcontractors have expressed their full cooperation and support with all of our recommendations” says Dela Cruz.
In his presentation, Dela Cruz stressed that safety and health must be adhered in the construction site at all cost. He furthered that all hazards must be controlled at the worksite by enforcing workers to strictly follow the company’s safety plan by wearing the right personal protective equipments (PPEs), posting of warning signs, and proper construction of scaffoldings, and the likes.
Dela Cruz also noted the duties and responsibilities of employers and employees in the construction site pertaining to the said D.O., to wit:
• Employers to furnish their workers a place of employment free from hazardous conditions that are causing or likely to cause death; illness or physical harm.
• Employers to give complete job safety instructions to all workers, especially to those entering the job for the first time, including those relating to the familiarization with their work environment, hazards to which the workers are exposed to and steps taken in case of emergency.
• The usage of approved devices and equipment at employer’s workplace.
• Every worker on the other hand shall cooperate with his employer in carrying out the provisions of the standards set by the said D.O. and shall likewise report to his supervisor any work hazard that may be discovered in his workplace.
• Any worker shall make proper use of all safeguards and safety devices furnished for his protection and that of others and shall follow all instructions given by the employer.
Dela Cruz also presented the Tool Box Meeting (TBM) which is shortly done before the start of operations. The TBM comprises management support, careful preparation, and meeting proceedings.
Contractor worker John Gabi, 43 years old and a resident of Sta. Ana, Pampanga, expressed the orientation as an opportunity for lessons learned on the implementation of safety and health in the workplace.
