Creation of elite team to look into unexplained wealth sought

SENATE Minority Leader Alan Peter Cayetano suggested Friday the creation of an elite team of investigators to conduct lifestyle checks on government employees suspected of having unexplained wealth.
He said the team can be a presidential commission or a special unit attached to the Office of the Ombudsman that can conduct discreet checks on everybody in government.
“There will be no senators, no congressmen, no secretaries, no general managers. Everyone will be subject to (the lifestyle checks),” he said.
He said having a team with standing orders to conduct checks on suspicious wealth will assure the public that the government is doing something about corruption.
Cayetano also challenged the President to have all government appointees waive bank privacy and let the government check their bank accounts.
“The Aquino family is leading by example against corruption, so (the President should) ask appointees now, even without legislation, to sign a waiver so we can look at your accounts,” he said.
He said he was willing to sign a similar waiver and hopes that his fellow lawmakers would do so too even if not required by law.
Under the Anti-Graft and Corrupt Practices Act, all public officers are required to submit “a true detailed and sworn statement of assets and liabilities, including a statement of the amounts and sources of (their) income” yearly.
Cayetano, who was elected to the Senate on a campaign against corruption, said witnesses and whistleblowers should also be given better protection through more spending on the witness protection program.
“Look at what happened to Jun Lozada, to Sandra Cam, to all of the other whistleblowers before,” he said, saying that some had their security details pulled out and have lost their jobs. “Their families are still in danger.”
Rodolfo “Jun” Lozada Jr. was a whistleblower on the ZTE National Broadband Network scandal and had to stay at La Salle Greenhills for his safety. He left La Salle to go home in late 2010, some two years after he first testified on bid fixing in the scrapped deal.
Cam, on the other hand, told the Senate in 2005 that she collected money from jueteng lords and gave them to then Pampanga Representative Juan Miguel Arroyo and Negros Occidental Representative Ignacio Arroyo. Both denied the charge.
In September 2010, Cam told reporters that she and other whistleblowers applied for permits to carry .45 pistols for want of a Whistleblower’s Act to give them better government protection.
Cayetano also said the government must have point persons who are “full crusaders” to make sure alleged scams and corruption scandals are followed through to resolution.
He said he hopes President Benigno Aquino III will include the Freedom of Information bill, which will give citizens wider access to government records, the Whistleblower’s Act, and a stronger witness protection program in the priorities he will lay out at his second State of the Nation Address.
