Comelec chief open to Rafanan’s return to former post

COMMISSION on Election (Comelec) Sixto Brillantes said he is open to the idea of allowing Planning Department head Ferdinand Rafanan to return to his former post in the commission’s Law Department.
“That is an open idea. We can discuss that possibility. But that is entirely up to him. He has not yet approached me. I will not be the one to approach him,” said Brillantes.
As head of the Law Department, Rafanan was also the Comelec’s representative to the joint panel probing the alleged cheating operations in the 2004 and 2007 elections.
However, the relationship between Brillantes and Rafanan turned sour following the latter’s temporary removal from the Law Department and subsequent designation to the Department of Justice-Comelec panel.
A word war between the poll officials had later resulted in the commission en banc deciding to permanently remove Rafanan in the Law Department and the joint panel and just transfer him to the Planning Department.
Rafanan retaliated by filing a formal objection to Brillantes’s confirmation at the Commission on Appointments (CA).
In blocking Brillantes’s appointment, Rafanan accused Brillantes of alleged unethical and possible criminal behavior.
He said Brillantes had asked him to absolve two election officials who were suspended over the overpriced P690-million ballot secrecy folders deal for the 2010 elections. Rafanan said Brillantes’s actions already constitute a violation of the Anti-Graft and Corrupt Practices Act.
Despite the accusations, lawmakers constituting the CA gave their nod to the appointment of Brillantes.
Following his confirmation, Senator Allan Peter Cayetano had advised Brillantes to make amends with Rafanan.
“Sabi ni Senator Cayetano, you can treat him (Rafanan) like a prodigal son. The prodigal son came back. It was him that returned. It was not the father that looked for his son,” Brillantes said.
The Comelec chairman said that all that Rafanan have to do is to approach him if the latter wishes to reclaim his former post. “I not hard to talk to. It is him that is angry at me,” he said. (AMN/Sunnex)
