City to find alternative routes for tricycles, pedicabs

CITY OF SAN FERNANDO — The City Government here is now identifying alternative routes and “backdoor” roads for tricycles and pedicabs affected by the reimplementation of Local Government’s Circular 2007-01.
The circular “bans tricycles and pedicabs to operate on national highways utilized by four-wheel vehicles greater than four tons and where normal speed exceeds 40 kilometers per hour (kph).”
Department of Interior and Local Government (DILG) Secretary Jesse Robredo said the directive was issued after he received reports from the agency’s regional and field offices that tricycles are still seen along national highways.
He said tricycles can be allowed to use national highways only if no alternative routes are available.
“The ban should not be imposed by LGUs (local government units) if the national road is the only available road which these types of conveyances could use,” he said in an interview, noting the directive prescribes the minimum standards to be adopted by city and municipal governments in the formulation of a regulatory code for tricycle and pedicab franchise operation.
He said the LGUs “have the power to regulate the operation of tricycles and the grant of franchise for their operation within their territorial jurisdiction, subject to the guidelines prescribed by Department of Transportation and Communication.”
Last week, the 4,000-member tricycles federation president Jun Daluz voiced out their concern about the DILG circular and its effects on their livelihood.
But Community Affairs Division (CAD) chief Donny Sayre said Monday that the City Government is working on other routes tricycles and pedicabs could take in light of the circular implemented over the weekend.
“They are banned in the city proper, MacArthur Highway, old Manila North Road and Jose Abad Santos Avenue. We are now identifying backdoor roads they could use. As an example, the East gate road from SM City Pampanga and Robinsons to San Jose. We are also going to relocate tricycle terminals along roads where tricycles are banned,” he said.
Sayre told Sun.Star Pampanga that existing tricycle and pedicab terminals are illegal since no appropriate ordinance has been passed by the City Council and the previous administration.
“What they should have is the permit to operate since there are no allowed franchises for those routes along national highways,” he said.
Sayre added that for tricycles and pedicabs used as “school service,” they should register with the city’s transport section and get the proper plate number for school service vehicles.
“Their tricycles should also be marked ‘school service’ properly. We at the city [CAD, Traffic Management Division and Oplan Habitat] are just implementing the DILG circular. It would be best that all concerned tricycle and pedicab drivers abide by it so they could avoid confiscation of their licenses and registration and a mandatory seminar. We are for our part doing everything to help those who will be affected,” Sayre said. (JTD)
