CIAC asked on terminal project: Before getting new P12-B loan, explain previous P1-B loan first

ANGELES CITY – The Pinoy Gumising Ka Movement (PGKM) on Thursday urged Clark International Airport Corp. (CDC) President and CEO Victor Jose Luciano to be transparent in the wake of plans to build a multi-billion budget terminal at the Clark International Airport (CIA).

PGKM Chairman Ruperto Cruz said Luciano should “clear first and make a through report” on the P1-billion loan obtained by the CIAC last February from the Land Bank of the Philippines.

Luciano earlier announced that they will push for plans to establish a P12 billion budget terminal at the CIA to handle at least 10 million passengers annually.

“Where are the billion pesos now? The CIAC’s expansion remained a ‘maiden-flight-only’ terminal. Luciano wants a bigger terminal but has failed to operate well the expansion after all this time,”said Cruz, referring to the refurbished terminal used only for the maiden flights of Philippines AirAsia and Dragonair.

Cruz said the inaugural flights of both airlines were held at the terminal, which had suffered delays in construction during the time of former President Gloria Macapagal Arroyo. It cost at least P300 million.

“After the ceremonies at the terminal on the second floor, the passengers were asked to go down again and use the usual route in reaching the parked airplanes,” said Cruz, noting the “expensive” tubes to convey passengers to their flights served nothing but decorative purposes.

“Worse, what’s the use of the P300 million worth expansion if the terminal and its facilities, including stores, are not being thoroughly used. It’s waste of time, money and opportunity to earn and improve tourism-related activities,” said Cruz.

Luciano earlier said the loan will be used for the Phase II expansion of the passenger terminal and other support infrastructure facilities such as the navigational equipment vital for the operations of the airport.

He added that the remaining funds would be utilized for CIAC’s working capital.

In 2011, Luciano announced the CIAC’s plan to construct an P8-billion budget terminal to accommodate 10 million passengers annually.

In the early part of 2012, the CIAC top official said it will be a P12 billion budget terminal.

Luciano said they prefer a private-public-partnership (PPP) for the planned budget terminal to be a patterned after the Low Cost Carrier Terminal in Kuala Lumpur, Malaysia.
