Child welfare code gets nod in public hearing

CITY OF SAN FERNANDO — The proposed Child and Youth Welfare Code here has passed on initial public hearing and received positive approval from 200 representatives from various sectoral groups.
Councilor Jimmy Lazatin, author of the code, said the code aims to create a better system of implementation of child and youth laws.
The code also aims to promote a stronger awareness of child and youth laws in the City Government.
“We are very happy that the stakeholders are very optimistic of our move. We hope to have the code approved by the Provincial Board soon,” Lazatin said, adding that the City Government has also established its own local council for the protection of children (LCPC) as per directive of the Department of Interior and Local Government (DILG).
Lazatin said the City Government of San Fernando joins the growing number of local government units (LGUs) that have complied to put up their own LCPC.
Records from the National Barangay Operations Office and various DILG regional offices showed that 83 percent or around 36,527 of the total 43,279 LGUs have organized or reorganized their children councils.
Of the LCPC-compliant LGUs, 55 are at the provincial level, 114 at the city level, 1,195 in the municipalities and 35,163 in the barangays.
The DILG evaluates the functionality of these councils based on their performance on organization, meetings, policies, plans and budget and accomplishments on programs, projects and activities related to children’s welfare and protection.
Lazatin said the LCPC is tasked to promote children’s rights and implement child-centered programs at the local level.
