Automation of ‘Loterya ng Bayan’ eyed

O PREVENT inaccurate reports from operators of small town lottery (STL), the Philippine Charity Sweepstakes Office said Tuesday that it is looking into the possible automation of “Loterya ng Bayan” – the STL’s replacement.
Bayan Muna party-list Representative Neri Colmenares made the announcement after he disclosed that STL operators have supposedly refused to use their handheld machines. As a result, real gross sales to the PCSO are not reported.
During the budget hearing held by the House Committee on Appropriations, the current PCSO board has been unable to determine the accuracy of the actual gross sales of STL all over the country.
“The PCSO contracted in 2007 for the use of hand held STL machines to record the gross sales of STL per kubrador. Since only 7,000 handheld machines were being used by the more than 20-30,000 STL kubradors all over the country, PCSO does not know if the gross sales reported by the operators are true,” he explained.
He asked the PCSO board to cancel the contract with any operator who refuses to use the handheld machine or any machine for that matter which would record the actual sales.
The party-list lawmaker also found it irregular and anomalous that STL operators were the ones who took charge of distributing funds directly to the beneficiaries.
“The gross sales of STL must be remitted by the operators to the PCSO and PCSO should take charge of distributing these to the beneficiaries. The operators have no legal personality to disburse funds to the PNP (Philippine National Police), LGUs (local government units) and other beneficiaries,” he added.
For his part, PCSO General Manager Ferdinand Rojas II explained that STL sales already went up by 93 percent after the new administration imposed stricter monitoring of operators.
During the budget briefing, Colmeranes also questioned the alleged illegal housing program of PCSO wherein its chairman, general manager and board members benefitted when it was formulated for the agency’s employees.
Colmenares said the board members allowed themselves to avail of the PCSO housing in Antipolo Housing Project and the Taytay Housing Project. Past board members were entitled to a 200 square meter-lot while employees were entitled only to 80 square-meter lots.
