Army to file raps vs MILF in Basilan clash

MANILA (Updated, 10:05 a.m.) — The Armed Forces of the Philippines (AFP) will file criminal cases against the rebel group responsible for the Basilan clash that left 19 soldiers dead.
AFP Western Mindanao Command spokesman Randolph Cabangbang, in a television interview Thursday, said troops from the Army’s 13th and 19th Special Forces Company were only verifying reports by villagers that a group of gunmen known to be holding kidnap victims had strayed in areas close to the Moro Islamic Liberation Front (MILF) communities when they encountered the rebels.
At least 19 soldiers were killed in the firefight, which broke out around 5:30 a.m. Tuesday in Sitio Bakisong, Cambug village, Al-Barka town.
MILF spokesman Von Al Haq earlier said that government troops provoked the fighting by attacking the rebels in their Al-Barka stronghold in violation of the existing ceasefire. Army troops shelled the rebel stronghold after the initial clash, trapping villagers in the fighting, he said.
Cabangbang said the troops did not intrude on the guerrilla stronghold when they were fired upon by the Moro rebels, prompting the troops to fight back.
He said it was the MILF who violated and that they are contemplating to file charges against the rebels.
He added site of the encounter was not an “area of temporary stay” or ATS of the MILF, as claimed by its leaders. The ATS of the MILF is four kilometers away from the clash site, he said.
MILF vice chair for political affairs Ghadzali Jaafar said Wednesday that the MILF and not the Abu Sayyaf was responsible for the encounter.
He said the encounter would not have happened if only the government coordinated with the MILF.
The clash also left an already-shaky ceasefire in jeopardy.
Under ceasefire rules, government troops should notify the Moro rebels first if they want to venture into guerrilla strongholds in search of criminals to prevent accidental clashes.
Cabangbang earlier identified the leader of the rebel group as Dan Laksaw Asnawi, one of the 30 inmates who escaped from the Basilan provincial jail on December 30, 2009.
Asnawi was also involved in the beheading of 14 Marines in July 2007 in Barangay Ginanta, Al-Barka, the military official said.
Meanwhile, President Benigno Aquino III will hold a command conference on Friday to discuss the encounter in Basilan.
Malacañang expressed condolences to the families of the soldiers slain in the latest encounter. (Sunnex)
