Angeles starts dumping waste at Kalangitan landfill

ANGELES CITY — The City Government has started dumping waste at the Kalangitan Sanitary Landfill in Capas, Tarlac despite its arrears amounting to P65 million to Metro Clark Waste Management Corporation (MCWMC), operator of the said landfill.
Mayor Edgardo Pamintuan said he talked with MCWMC head Rufo Colayco to lower the landfill’s P1,000 tipping fee per ton of garbage to P500.
Pamintuan said he made the move after the waste at the city’s material recovery facility (MRF) in Barangay Pampang started to pile up and stink, to the consternation of residents.
The mayor said he immediately ordered the transfer of garbage from the MRF to the Kalangitan Sanitary Landfill when Colayco agreed with the lowering of the tipping fee.
“As of Wednesday, 348 metric tons of garbage has been dumped at the landfill. We were able to clear the MRF and prevent further dumping of waste in the area,” Pamintuan said.
Meanwhile, members of an environmentalists group called Pinoy Gumising Ka Movement (PGKM) asked Pamintuan to investigate the massive and indiscriminate dumping of waste at a creek in Sitio Cabande, Barangay Margot here.
Sonny Dobles, a member of the PGKM, said there are reports that some of the waste at Pampang MRF was transferred to said village.
In connection to this report, Pamintuan said he directed the city engineer’s office to cover the dumpsite with sand and prohibit further dumping.
“All of the city waste is now continuously dumped at Kalangitan,” the mayor added.
Dobles even appealed to local officials to enforce all environmental laws, including Republic Act 9003, otherwise known as the Ecological Solid Waste Management Act, Republic Act 9275 or the Philippine Clean Water Act of 2004, and others.
Waste pollutes the Abacan river and in effect kills downstream waterways in nearby towns and coastal areas in Pampanga, according to Dobles.
Piggeries and garbage may have caused the recent fish kill at the Pampanga River, he said.
Hog farms discharge toxic effluents which kills marine life, Dobles added.
