5 Army reservists, 2 others charged

ANGELES CITY — Seven men who introduced themselves as reserve members of the Philippine Army were charged with illegal possession of firearms and usurpation of public authority over the weekend.
The city police named the suspects as Sgt. Ismael Majid Lumenda, 33; Sgt. Nasser Sampayan Bagundang, 32; Sgt. Freddie Tuazon Ignacio, 42; Sgt. Muslimen Jabil Bagundang, 36; Captain Isaias Angeles Anusencion, 61; Theng Bulradzak Bagundang, 40; and Rogelio Angeles Clemente, 27.
Clad in military uniforms, the suspects were allegedly supporting a group of Muslim traders who tried to occupy an open space near the Clark main gate in Barangay Balibago here last Saturday.
Police confiscated from the seven three .45 caliber hand guns, live bullets, military uniforms, military identification cards, mission orders, a bolo, and others.
With the help of the city police, security officers of Clark Development Corporation (CDC) prevented the group from putting up a bamboo fence on the property last Saturday.
Police however failed to identify the individuals who attempted to erect a barbed wire fence on said property.
Frank Madlangbayan, CDC vice president for operation, said the property belongs to the state-owned corporation.
For his part, CDC Public Safety Department manager Nicanor S. Targa said the Muslim traders were illegally occupying the property.
But in a memorandum of agreement with spouses Nadzmiah and Basher Alauya dated February 2, 2011, one Ruben Soliman of Zone 3A Barangay Maliwalo, City of Tarlac stated that he is the owner of the said property.
Soliman also stated in the MOA that “he is the owner of parcels of land consisting an area of 121,728 square meters situated at Barangay Balibago, Angeles City which was acquired by way of a Deed of Sale executed by Henry F. Rodriguez with approval of the Regional Trial Court duly protected by the decision of the Supreme Court.”
In the said MOA, Soliman is allowing the Alauya couple to lease some 2,800 square meters of the said property.
Chief Inspector Luisito M. Tan, Police Station 4 chief, said they are verifying the authenticity of the military documents and the identification cards the suspects were carrying. (Reynaldo G. Navales)
