Angeles City dad proposes local housing program fund

ANGELES CITY — A councilor here recently proposed an ordinance that calls for the mandatory allotment of 10 percent of the city government’s annual budget for local housing programs.

Councilor Carmelo “Pogi” Lazatin, Jr., filed the Housing Program Funds Allocation Ordinance during the City Council’s session on September 3.
Lazatin said that in the year 2010 alone, 93.7 percent of Angeles City’s population resided in urban areas, prompting the National Statistics Office to identify it as one of the country’s most urbanized cities.

“Rapid urbanization is a sign of a city’s development, however, it also has its drawbacks,” Lazatin said, “As a city becomes urbanized, more people are drawn to it because of the job opportunities and this tends to lead to the disproportionate growth of the population relative to housing.”
When he presented his proposed ordinance before the Angeles City Council, Lazatin explained that he felt an even more pressing need for the ordinance following Typhoon Maring.

“Nakakalungkot pong isipin na napakarami na naman na pamilya, lalo na iyong mga nakatira along Abacan River, ang nasalanta sa bagyo,” Lazatin said.
“Naniniwala po ako na kung maglalaan tayo ng mas malaking pondo para sa mga programang pabahay ay mababawasan ang mga pamilya na nagtatayo ng informal settlements sa high-risk areas,” he added.

As stipulated in the ordinance, the housing development fund will be solely used to finance land acquisition for socialized housing programs as well as the development of community sites such as road networks, pathways and drainages and “no expenditures arising from the hiring of personnel and release of salaries and other similar privileges shall be appropriated from the fund.”

The ordinance also mandates the city government to cooperate with the Local Urban Poor Affairs and Housing Office (LUPAHO) and other concerned departments in the allocation and usage of the said fund.

Lazatin said that he filed the ordinance to continue the vision of his father, former Pampanga First District Representative and three-term Angeles City Mayor Carmelo “Tarzan” Lazatin, to provide affordable housing for Angeleños.

It was former mayor Carmelo Lazatin who institutionalized a comprehensive housing program for Angeles City and created the LUPAHO during his term.
By the time he stepped down from being city mayor in the year 2007, he has successfully distributed 15,000 land titles to Angeles City residents.
