Capitol mulls academy for elected officials

CITY OF SAN FERNANDO–Gov. Lilia Pineda, in partnership with Don Honorio Ventura Technical State University (DHVTSU), bared plan to establish the provincial development academy as the accredited training center for elected officials in the province.

In a meeting with the management of DHVTSU, headed by President Enrique Baking, Pineda expressed dissatisfaction with the performance of some barangay officials and local government units.

According to her, either they lack the capacity or they do not know how to execute their primary responsibilities as elected leaders.

“After being elected, some do not know their priorities and major responsibilities. They need to be trained on development planning, resources mobilization and in the performance of their duties as mandated by the Local Government Code,” Pineda said.

The governor also explained that services rendered from the grassroots level should be in accordance with that of the provincial government to avoid duplication, graft and corruption and mismanagement.

She added the academy will reinforce the Lakbay Aral or the trainings and seminars facilitated to them by the Department of Interior and Local Government.

“Admit it or not, after the seminar, most of the officials will go back to the usual performance of their duties. Through the provincial development academy, we will make sure to produce well-informed and empowered public officials who know what they are doing,” the governor said.

For the part of DHVTSU, Baking said the university will be the facilitator of the training program.
“It is an output-oriented training program. We will prepare the modules needed that will give the expected result of Gov. Pineda,” said Baking.

The academy will be open to all elected officials from the province down to barangay level who are willing to learn on how to be effective public servants.

Provincial Administrator Atty. Andres Pangilinan Jr. said the provincial government will coordinate with DILG and other agencies mandated in giving trainings and workshops to local officials.

“The province needs to coordinate this plan to the DILG as the lead agency who handles the training of local government units. Once this matter is settled, we will pilot one municipality for the training program,” said Pangilinan.
