Mayors’ indifference

Gov. Lilia “Nanay Baby” Pineda has all the right to feel irritated with how most of the mayors in Pampanga are treating the province’s problem with garbage. She blew her top when only a handful of mayors showed up in a meeting that is supposed to come up with a huge solution to the existing predicament that is garbage.
The governor, in last week’s meeting with Holcim Philippines in Mabalacat City, was appalled to see how the mayors ignored her invitation in an event that would actually give them mayors a boost in their efforts to solve the overwhelming problem in waste disposal. Only three local chief executives, Mayor Romy Pecson of Magalang, Mayor Jun Tetangco of Apalit and host-mayor Boking Morales of Mabalacat City were at the venue on Friday to listen how the private firm can help them in disposing of the plastic waste generated in their respective municipalities.
It’s alright if those who were absent in that meeting had their own comprehensive answer to the garbage woe that has been saddling all towns and cities, nothing is excluded, in the province. It’s okay for them to be absent in that meeting if they know among themselves that they can manage their garbage in their towns on their own.
Garbage is one of the leading problems of many local governments. It seems to be an addition to taxes and death, which are considered the only things constant on this earth. Day in and day out, people are bound to generate garbage. And with millions of people all around the globe, we could not even imagine how huge the garbage pile-up are in every locality. What we all know is that the problem is far from being solved, lurking like, as what Governor Pineda has described it, a “silent monster.”
The governor has talked with Holcim for a concerted effort to minimize garbage that require dumping in landfills. The private firm will be collecting plastics, which make up a large percentage of garbage generated, and use it in its products. To remove plastic materials from the garbage, especially where people are not segregating their waste materials, require effort, time, money and political will–each a necessity to radically solve this one stinking problem.
But, some mayors, as it seemed, are not interested in finding the answer in the daunting question of garbage. They are either not prioritizing garbage in their programs or they find the whole garbage brouhaha at big boring issue.
Come to think of it, the governor only had to require all mayors to come up with their respective solutions to the garbage problem. Once everyone did his job, then the whole province is already free from garbage. This she can do without raising a finger. But, the governor is not a “sitting governor.” She wants to take on the challenge for the whole province standing up and confronting the issue head on.
All she was asking was for the mayors to support the effort and they failed to give that to her.
Last year, an environment summit, tackling the burgeoning issue of garbage disposal, was also snubbed by all but one mayor. That is how boring the concern about garbage is to our mayors, so it is not surprising that we still find uncollected garbage or trash piling up in many corners to the detriment of the public.
I wonder if the mayors would also ignore a meeting where the governor issues budget for infrastructure for local government units. Maybe, hard projects are more appealing for them than efforts to solve the garbage puzzle. Why? Your guess is as good as mine.
While most, if not all mayor, are– borrowing a broadcaster’s words–revolving around the governor and wanted to become part of her team come the election, they do not share her enthusiasm to find means that would put a closure to the problem of garbage disposal. Again, what types of projects do the mayors want the governor to be leading them to, wherein they would cancel all their appointments just to attend in meetings set for the purpose? They might want to write them on a piece of paper and send them all to the governor, so that, next time Pineda calls for a meeting, she would not be disappointed when only a handful of them shows up.
