Philippines optimistic to sustain economic growth

MALACANANG on Thursday expressed optimism that the Aquino administration could sustain the economic growth as it grew by 6.4 percent in the first quarter of 2012.

Deputy presidential spokesperson Abigail Valte said the government welcomed the rise in the country’s Growth Domestic Product (GDP) attributing it to sustained investors confidence and accelerated infrastructure spending.
“The Philippine economy grew by 6.4 percent in the first quarter of 2012. The better than expected economic growth was due to sustained private sector confidence and accelerated government spending. There were healthy increases in the services sector, complemented by growth in exports and increases in household consumption expenditures,” Valte said.

She said the GDP figure validates the optimistic outlook of President Benigno Aquino III and his economic team.

“It is the highest first quarter GDP growth in a non-election year since 2006; the second highest in Asia; and the highest growth rate in the entire Asean region for this period,” she noted.

While several economists expressed doubt whether the government could sustain the 6.4 percent growth, Malacanang is confident of meeting the full-year GDP target saying that the country “have traditionally demonstrated more robust and dynamic economic performance.”

“The hard work continues, on the firm foundations of these recent achievements. As the Aquino administration has been resolute in carrying out its agenda of reform and in institutionalizing good governance, it will continue to be equally steadfast in translating our economy’s gains into employment opportunities, programs geared toward poverty alleviation, and the systemic improvement of the way of life of Filipinos,” Valte said.

The growth came at the heels of Moody’s Investors Service upgrade of the country’s credit outlook to positive from stable.

“All indications point to the global economy’s continued confidence in the Philippines, as well as to a more optimistic outlook within the country,” Valte added.

Budget Secretary Florencio Abad also lauded the significant increase in the economy, saying it reaffirms the Aquino administration’s two basic platforms of anti-corruption and anti-poverty.

“We are pleased to note that vigorous public spending in the first quarter of the year contributed greatly to GDP growth,” Abad said.
In January this year, the government undertook critical measures to fast-track public spending, beginning with early, comprehensive releases to all agencies, he said.
“Strong budgetary support for infrastructure initiatives — spending for which had grown by 59 percent in the first quarter — was also crucial, as were the effects of the Disbursement Acceleration Plan (DAP) implemented in late 2011,” Abad said.

He said the first-quarter growth was further bolstered by government spending for key antipoverty and social programs, including the Conditional Cash Transfer program of the Department of Social Welfare and Development, salary increases pushed by the Aquino administration under the Salary Standardization Law III, and priority programs for rice and other agricultural products.

“We have little doubt that spending in the next three quarters will continue its strong trajectory, and that this — together with the administration’s antipoverty and good governance drive — will ultimately lead to direct, immediate, and sustainable benefits to all Filipinos,” Abad added.

Meantime, Valte also announced that two of the eight projects that were discussed during the National Economic and Development Authority board meeting Wednesday were approved.
The projects were the Ninoy Aquino International Airport Expressway Phase 2, which would cost more than P15 billion and the National Sewerage and Septage Management Program with a total capital cost of P26.3 billion.
Valte said the government would start the bidding for the two projects.
