Strict implementation of bike lanes starts Monday

THE Metropolitan Manila Development Authority (MMDA) will start Monday the full enforcement of the motorcycle lane policy on Commonwealth Avenue in Quezon City and Diosdado Macapagal Boulevard in Pasay City.
MMDA Chairman Francis Tolentino said they believed the one-week dry-run initiated by the agency last week is more than enough time to educate the public on the implementation of the motorcycle lane along the two major roadways in the metropolis.
The agency has designated the fourth lane of Commonwealth Avenue and the rightmost lane of Macapagal Boulevard as motorcycle lanes.

“We would just like to inform motorists and the public that after the one week information campaign, we will start issuing traffic citation tickets for violators of the motorcycle lanes on Commonwealth and Macapagal Boulevard on Monday,” Tolentino said.
He added that after the dry-run, erring motorcycle riders would have no more reason to use when accosted by MMDA traffic enforcers.

Tolentino said 3,451 motorcycle riders were held on Commonwealth and Macapagal Boulevard and made to undergo an on-the-spot 15-minute traffic safety seminar during the week-long dry-run.

Stickers were then put on motorcycle’s fuel tanks signifying that they have completed the seminar.

As early as 5:30 a.m. Monday, traffic enforcers would be on the lookout for violators of the policy, the agency said, adding that traffic signs posted at entry and exit points, as well as along the designated lanes, are in place since last week.

The lane itself was already painted in blue color to ensure that it is visible and easily identifiable to motorists.

But the agency said violators of the policy on Macapagal Boulevard would be fined P1,200, while those on Commonwealth Avenue would have to shell out P500. The difference in the penalty according to the MMDA is due to the provision of the ordinance passed by the local government of Pasay City and Parañaque covering traffic offenses in their areas of jurisdiction.

Aside from ensuring that motorcycle riders stay on the designated lane, the MMDA chief said they are also mandated to strictly observe the 60-kilometer per hour speed limit currently imposed on the two roadways.

“Like other vehicles, they are not exempted from the 60-kilometer per hour speed limit. The motorcycle lane is created for them not to stray on other lanes used by public utility and private vehicles,” he added.

At the same time, motorcyclists should also turn on their headlights even during the daytime, based on a revived implementation of an old MMDA memorandum. Violators will be apprehended and meted a P150 fine for every offense.

Likewise, answering the complaints of motorcycle riders that they are more prone to danger in the designated lanes, Tolentino said motorcycle lanes are safer on the middle.

“If motorcycle lanes are placed on inner most or outermost lanes, they have to swerve eight lanes just to turn right or turn left. It is more dangerous for them and even a potential conflict zone,” he explained.

The increasing number of fatal road accidents involving motorcycles prompted the MMDA to come up with the motorcycle lanes along with the 60-kilometer per hour speed limit, which motorcycle riders still have to follow despite having their own lanes.

Data gathered by the MMDA Road Safety Unit showed that accidents involving motorcycles in Metro Manila have continued to increase with 12,656 accidents and 104 fatalities in 2008, 13,561 in 2009 with 105 deaths and 16, 208 with 177 fatalities in 2010.

The large number of motorcycle riders involved in deadly road accidents can be traced to the lack of proper training for them as well as the large number of units plying the metropolis’ roadways.

Citing data from the Land Transportation Office, the MMDA said that of the 1.7 million motor vehicles registered in Metro Manila last year, 608,839 were motorcycles and tricycles or about 34.4 percent of the total number of vehicles registered.
