Clark, Subic phone lines interconnect

CLARK FREEPORT — Stakeholders inside the Clark and Subic Freeports can now save millions of pesos in long distance telephone charges with the interconnection of their telephone lines by the Philippine Long Distance Telephone Company (PLDT).
PLDT Clark Manager Lito Mercado said the two Freeports’ telephone lines are now interconnected, allowing hundreds of firms operating inside Clark and Subic to call each other without the usual long distance charges.
Mercado said the interconnection of Clark and Subic telephone lines was an offshoot of an award-winning project launched by the influential Metro Clark Advisory Council (MCAC).
“The interconnection project of the MCAC has paved the way for investors and locators to save millions of pesos in long distance charges. We are happy to announce that a toll charge between the two Freeports is now a thing of the past,” Mercado said.
In 2001, the MCAC formed a committee dubbed “Task Force Interconnection” headed by Clark Development Corporation (CDC) Public Relations Department Manager Angelo “Sonny” Lopez Jr.
Lopez said the task force laid the groundwork for the interconnection of telephone lines of PLDT, Smart Telecommunications (Smart), and Digitel to provide toll free calls to its subscribers inside the Clark Freeport and the rest of the province of Pampanga, including Angeles City.
He also said that after the project was successfully launched in 2002, the Clark Freeport has been saving at least P1.2 million per year in long distance charges.
The PLDT subscribers inside Clark and residents from the periphery of the Freeport have been enjoying toll-free calls since 2002, Lopez added.
The telecommunications interconnection project has also topped the CDC’s list of news makers for 2008 after Malacañang bestowed an award to the state-owned corporation during the 1st Gawad Pampublikong Korporasyon — the culmination of the celebration of Government Corporations (GC) and Office of the Government Corporate Counsel (OGCC) Week.
The CDC capped the year with various citations from award-giving agencies, including Malacañang Palace, which cited CDC’s “Interconnection and Integration of Clark Telephone Lines with the rest of Pampanga.”
In February 2009, the interconnection project got a much-needed boost after the Angeles City Council unanimously approved a resolution endorsing the interconnection of telephone lines between Clark and Subic.
In a resolution sponsored by Councilors Jesus Sangil and Ruben Maniago, the City Council said it is “endorsing the move of the MCAC to press for the immediate interconnection of telecommunications facilities in Clark Freeport with those in Tarlac and Zambales.”
Sangil called on other executives of local government units (LGUs) situated along the Subic-Clark corridor to support the move, saying it will attract investors and provide jobs for residents.
In the resolution, the City Council said the “Clark Freeport and the Subic Clark Tarlac Growth Corridor is foreseen as one of the world’s major economic hubs and a catalyst for development hence a major employment generator in North Philippines.”
Also in 2009, the National Telecommunications Commission (NTC) approved the planned interconnection of telephone lines between the Clark and Subic Freeports.
NTC Commissioner Gamaliel A. Cordoba, in a letter to Lopez, said local interconnection between Clark and Subic “are within NTC existing rules and regulations.”
Cordoba’s statements stemmed after Lopez, through the MCAC, requested a certificate or clearance showing that the proposed interconnection of phone lines has not violated NTC rules and regulations.
