‘No permit, no exam’ bill reaches Senate

MANILA — Senator Manny Villar sponsors the Senate version of a bill prohibiting colleges and universities from disallowing students with unpaid school fees from taking examinations earlier passed by the House of Representatives.
Villar has filed the bill to keep higher education institutions from implementing “no permit, no exam” policies which, he said, “essentially denies students the right to take examinations that weigh greatly on their final grades.”
Under these policies, students with outstanding tuition and other fees are barred from taking their exams unless they pay.
“Parents and students alike have endured in silent agony for so long under this seemingly unfair practice,” he said.
The Commission on Higher Education has already banned the practice through a memorandum in January. Villar noted, however, that “many schools still brazenly ignore it.”
Under his bill, schools that require a permit for final exams or bar students from taking those exams for unpaid tuition fees will face a fine of P20,000 to P50,000. Schools will also be penalized for requiring down payments of more than 30 percent of tuition and other school fees for the semester.
Schools will be allowed to withhold grades and clearance of students with outstanding accounts, and can keep them from enrolling again until their accounts are paid.
The bill has been referred to the Senate committee on education chaired by Senator Edgardo Angara.
The House passed on third reading its version of the bill in August.
Kabataan party-list Representative Raymond Palatino, author of the bill, said “it is now up to the Senate to adopt the bill before handing it to the President for his signature.”
“The bill is clear in its principle that no student shall be denied from taking [their] examination because of unpaid fees. Students should be able to focus on studying for their examinations and not worry if they cannot pay the school fees on time,” he said. (Jonathan de Santos/Sunnex)
