Child welfare code to boost grassroots protection groups

CITY OF SAN FERNANDO — City Councilor Jimmy Lazatin said Friday the Welfare Code for the Children of the City of San Fernando will boost the grassroots protection groups that are mandated under the code.
Lazatin said the Barangay Councils for the Protection of Children and the Child Abuse Prevention and Intervention Network will facilitate the reporting, processing of cases and data gathering of child abuse cases and incidents in the city.
“This code in turn will give power to enforce the law with government and concerned sectors working for common goals on child protection,” Lazatin said.
Lazatin said the code, which was approved by the City Council before the weekend, also addresses issues like poor performance of students and nutrition problems among students through the institutionalization of the Early Childhood Care and Development System (ECCD).
ECCD is a national program and strategy that addresses the psycho-social, health and nutritional and education needs of children aged 3-6. It is an integrated approach for the development of the child, having a long-term effect on his/her capability as the country’s future human capital.
“By this code, we institutionalize the Local Council for the Protection of Children, which will be the consultative assembly for periodic planning, programming, assessment and evaluation of programs/projects for the children of the City,” Lazatin said.
The new code will also enhance the reputation of the city as a child-friendly community, according to Lazatin.
“Another reason that this legislation is very timely is because this October is the celebration of the Children’s Month. This legislation, which I pray to offer for approval for this august chamber, will be our gift and legacy for the Fernandino children,” Lazatin said. (Ian Ocampo Flora)
