Mall fence dismantled

CITY OF SAN FERNANDO — Contractors of the S&R Mall dismantled and removed Monday the establishment’s front perimeter fence in compliance to the Public Works’ and the City Government’s order.
The fence of the mall along Jose Abad Santos Avenue (Jasa) had encroached government property and violated the five-meter allowable setback and right-of-way on national roads like Jasa.
The fence had likewise covered the existing drainage system of the westbound lane of the avenue, spoils clogging canals that resulted in massive flooding along the road in the wake of Tropical Storm “Falcon” over the weekend.
The first-time flooding at Jasa had irked businessmen, motorists and pedestrians because of the disruptions in normal economic activity and grave inconvenience.
During an inspection led by Mayor Oscar Rodriguez, Department of Public Works and Highways (DPWH) Regional Director Jun Molano and private sector representatives, the encroachment on the five-meter setback was found as violation in the mall’s construction permit.
Molano and Rodriguez immediately ordered the dismantling of the fence for the DPWH to be able to conduct desilting and maintenance works on the Jasa drainage systems.
The contractors, led by S&R’s Fernando Delgado, on the same afternoon met with DPWH officials to check and verify designs and plans of the mall’s construction if there are any other violations committed by the builders. Officials are in particular checking construction works alongside Mapalad Creek.
On Tuesday, an official of the DPWH said they are now poised to clean up the Jasa drainage systems, west and east bound in preparation of more rains to come.
